Despite her silliness, shallowness, and overbearing ways, Effie had still cried while holding her after coming back from the arena, she was the one to publicly unite them during the Quell, cared for her during a war, braided her hair when she was too depressed to do it herself, made her wedding dress out of worn cotton shirts and second-hand wool, held her hands after delivering her first child, changed diapers at 3 am so Peeta and her could sleep a couple more hours, taught her children how to say please and thank you, and still made her hot chocolate every rainy day without even having to ask.
