Sasuke had been invited, too. Not by Shikamaru, though. Well, technically, Shikamaru had invited Sasuke, but he came as Naruto's plus one rather than one of Shikamaru's friends. Although 'friends' would probably not be how Naruto would describe their relationship.
The war ended almost a year ago, though, and Sasuke has mended fences with almost everyone in the Konoha 12.
Speaking of his plus one, Naruto hasn't seen him in a while.

Since young, Naruto was told never to venture across the city borders and to stay away from Espers and Guides.Sasuke, an S-class Esper, worked in Uchiha Guild within Konoha City. Unable to stand being guided by others, he has succumbed to a life devoted purely to his work.
