When Supergirl appears on the news, he becomes convinced that, because of their shared powers, she must be his biological mother. But it's not like he can just call her up on the phone and ask to meet. Nope. Supergirl only shows up when someone needs saving... So, Clark's best idea is to dangle himself off the side of the L-Corp tower and wait.
And then Kara shows up and meets the cousin she believed dead and the love of her life, all in one fell swoop.
