Kaguya is not sealed by Naruto and Sasuke because seal does not take effect， Kaguya releasing the Mugen Tsukuyomi on Sakura，then took Sasuke/Naturo/the sage of the six paths into another dimension/world. it left 4 edotensei Hokage's have to find a way to save their world from Mugen Tsukuyomi, then Madara, Obito, Itachi, Izuna, sasori be taken back to the world as an edotensei to save the world as well.
