Maybe Midoriya was the same, from what he'd been told. Despite having a good relationship with his mother, she had been the only person Midoriya had for almost his entire life. No one else had probably ever comforted him, told him there wasn't anything wrong with him.
Like Shouto, Midoriya probably barely knew the definition of a gentle touch when it came to other people as well.
