His eyes narrowed. “The beach is public.”
He…wasn’t wrong. The beach was public. All of it. Didn’t matter if you had a private access point, it was still open to pedestrians of all sort. Even sweaty, tall joggers with deep voices to make her question reality for a smidge of a second.
