Summary
(Rule 4: No dialogue ever, except “beep-beep!”)
It’s not like it’s up to him; it’s a matter of divine intervention. Cartoons are only blessed with as much autonomy as their model sheets dictate. Wile E. Coyote is not a speaking role; the idea of the Coyote speaking on his own merit is itself a punchline. Imagine—a mangy, starving desert carnivore, hardly intelligent enough to build traps that work correctly, let alone speak.
