While Sokka pays a visit to his friend, he realizes that the duties of being Fire Lord are leaving Zuko stressed, and snappy at almost everyone. When Sokka sees how Zuko's entire body just flames up with warmth at pure emotion, he decides to see if the Fire Lord can release some steam in "other" ways.
Or: Zuko is all frustrated, and Sokka offers his hands in more ways than just messing with inventory.

Zuko’s finger swirled too-warm over his pulse point and Sokka—though miraculously able to swallow the indecent sounds threatening to escape his throat—couldn’t hold back the shiver prickling his skin. Zuko’s lip quirked.

When he and Sokka set out to find it, they come across the rare cliff lily…or the puma goat herb, an extremely toxic aphrodisiac. After the two of them decide to take their chances, they find themselves growing close after sharing the night by camplight…and realize one of them definitely ingested the toxin.
