Summary
Hugo Strange revealed the plan the League had for his Delirium, but he had an ace up his sleeve. A Delirium bomb detonated inside Blackgate, and Ra's al Ghul breaking open Arkham, has caused complete and utter chaos in Downtown Gotham. The Mayor has ordered that section of the city quarantined off, and criminals like the Joker have capitalized on the catastrophe.
