Summary
Like a schooner caught on choppy seas, the underwater city of Rapture seems tossed between two opposing storms. As ruthless businessman and smuggler Frank Fontaine monopolizes the plasmid industry, Andrew Ryan and his inner circle work tirelessly to crush the "parasites" and restore order to a steadily deteriorating city.
Meanwhile, ex-army officer, biochemist, and philandering scoundrel Roy Mustang –– along with his bodyguard and protector, Riza Hawkeye, and a small group of trusted informants –– plot directly under Ryan's nose, scheming to overthrow the current administration and take Rapture for themselves.
But Roy Mustang isn't the only one with plans in motion. Fontaine has designs for the city of Rapture, and covets the Incinerate! plasmid only Mustang possesses. When Maes Hughes uncovers the secret of Project W-Y-K, Roy and Riza are thrown headlong into a conspiracy that could bring Andrew Ryan's great city to its knees.
