Akko still doesn't understand her feelings most of the time, so when she starts to see much more of Diana than she ever did Andrew, even when they were dating, she should have probably examined the situation better and reacted accordingly. However she didn't, and that is probably why she finds herself so confused about everything.
She had been at Diana's apartment, just chilling and enjoying the time she could spend with Diana alone, when suddenly a thought appeared in her head that sounded something like this: "Diana has beautiful hair." The thought itself wasn't so surprising because she has thought about Diana's hair a lot and she always deemed it beautiful. What was different was that she blurted out that thought out loud.
Instead of acting confused or angry, Diana only laughed and said she already knew that. "And you have a beautiful smile. And I also like your eyes too," she commented in a rare moment of pure honesty, that Akko never took for granted. Kagari never felt more hot and red than in that moment, and she couldn't understand why. It looked like, that only made Diana laugh more, but she continued to talk after that like nothing was changed at all.
That whole situation made Akko really confused, so she sat down and started to work through what she knew. She liked Diana as a friend, that is for sure. In the beginning they had a rough start, but in time both of them succeeded at better understanding each other and even becoming good friends. But nowadays Akko thought of Diana as her best friend. Right alongside Lotte and Sucy.
When has this change happened? Somewhere around finishing the school, going out with Andrew, studying harder than ever, finding a job, breaking up with Andrew and forging their friendship yet again, when they bumped into each other while shopping. Her feelings for Diana started to change then, and what did they turn into?
It seemed awfully similar to how she felt about Andrew in the beginning, so could it be love? Possibly, though Akko will first talk to her friends and consult them on this problem before she makes her final decision.

After she finished the counseling session (with Lotte and Sucy), Akko decided that in the end, what she felt for Diana was love. So now what? Should she confess or keep it a secret? Unfortunately Kagari was never good at lying, and this would be too close to it, so Akko decides to confess the next time she sees Diana.

She confesses to Diana, while they were out on what seemed like a date(and maybe it was), in one of the cafes both of them liked to visit. Diana first looks surprised, then she laughs out loud and just can't seem to stop herself. "Took you long enough to realize," Diana admitted, when Akko asked why she was laughing. "You knew?" Kagari asked her again, unbelieving for a moment this was happening.
"Yes I knew about my feelings for quite some time. And I was pretty sure about your feelings for a couple of months already. I wanted to wait and see how long you will take to realize what was happening between us. Or better what could be happening," Diana told her, and Akko pouted in anger, which only made Diana laugh harder. So now that their relationship changed, Akko thought up a perfect way to shut up the annoying girl before her right now.
She leaned forward and pressed her lips on Diana's effectively shutting her up, and Akko felt pretty proud it surprised Diana so much she almost jerked away. However in the end she didn't, but instead Diana leaned into the kiss, and Akko counted that as a win.
