-So we already know how Hawks was sold to the hero commission to basically become the epitome of a hero (child soldier check) after his father was arrested. He is the youngest hero to make the top 10(22 years old).
-In chapter 267, Dabi reveals Hawks' birth name, which even surprises Hawks himself. The commission got rid of all evidence that Takami Keigo existed, leaving the hero we know Hawks. When the government was trying to find information on the LOV, they found everyone except Shigaraki and Dabi. We already know why Shigaraki wouldn't have information, but what about Dabi? Recently Dabi has been revealed to be Touya Todoroki, Endeavour´s missing son, but how did he know Hawks? I believe that Enji Todoroki, Endeavour, sold Touya to the hero commission to be put under the same training as Hawks was. Also in chapter 267, Dabi says something that is blacked out but that shocks Hawks. What other than the name of his dead best friend to shock the winged hero?
-The commission forces Hawks to hide all of his bird-like tendencies. He wears thick gloves and boots that are to hide talons that go along with his quirk. I wouldn´t be surprised if he had the instinct to make other bird-like sounds, but they have been trained out of him. A common trait that I find is what is known as a ¨raptor stress grip¨. Basically what it would include, is whenever he gets too stressed, he would latch onto the nearest thing or person. With most birds, they physically can´t let go due to natural instinct and the same would go for Hawks. I would imagine the commission would hate it and try to ¨train¨ it out of him.
-Whenever he does something wrong, they would proceed with a punishment such as longer patrols or extra ¨training¨. By training, I mean glorified abuse. Generally, endurance training such as if he were to be kidnapped and tortured to see how he would hold up.
-Because of the commission and their punishments, he has touch aversion. Whenever someone touches him unexpectedly he freaks out.
-Hawks is cannonly a double agent between the League and the commission. When he first met the entire league it was tense but eventually some began to grow attached (Toga mostly). The first time he was invited to a game night or movie night, someone probably Toga, Dabi, or Spinner- touch him and he flips. They realize how badly the commission messed him up and unofficially adopt the birdman. Ever since then, he gives the commission the bare minimum and secretly hangs out with the league whenever he can because they treat him like a person and not a symbol or pet.
