Many years have passed since the events of Leroy & Stitch, the galaxy has remained at peace since Hamsterviel's arrest. Lilo, now grown up, works for the Galactic Federation alongside Jumba. They are in charge of overseeing all of the experiments who have gradually been spread all throughout Earth. Lilo's old room now acts as a command center where they coordinate the experiments sending them off to where they are most needed.
Pleakley: Did you hear the news about the hurricane? It's terrible!
Lilo: I'll send Felix over to help, Ploot is almost done cleaning the last of the trash in the ocean.
Jumba: Hmph, let us be hoping it stays clean this time. We wouldn't want people to become too reliant on experiment for clean up.
However not all 629 experiments are under Lilo's watch. Experiment 627 remains locked away in his pod on Planet Turo, Leroy and his clones are still in prison along with Hamsterviel. After reviewing Reuben and Gantu's prior records they were sent to prison for past crimes. Gantu was released early while Reuben remained under suspicion of conspiring with other prisoners. Gantu regained his position as Captain of the Galactic Armada. He is also in control of the B.R.B. 9000 where he receives an urgent message from the Grand Councilwoman.
Grand Councilwoman: Captain Gantu, I have just been informed that Dr. Hämsterviel has escaped from prison. I need you to head over there and ensure the prison remains secure. He appears to be alone but we suspect he could return to break his experiments out of prison.
Captain Gantu: Roger that! I'll head over and watch for anything suspicious.
As Gantu signs off, he is filled with thoughts of his last day in the prison, a thought he can never seem to escape. He begins to picture the last interaction he had with Reuben...
Armada Pilot: Have we received our order's captain?
Suddenly Gantu is snapped back into reality surrounded by his crew who eagerly await their orders.
Captain Gantu: Um, y-yes. Set Coordinates for Prison Asteroid K-37 and keep track of all ships entering the vicinity.
Armada Pilots: Yes Sir!
Back on Earth, Lilo has just received the news of Hamsterviel's escape.
Grand Councilwoman: I need you to remain on high alert , we cannot allow him to capture a single experiment. One is all he needs to create another army like before. I'll send over some armada troops to help you with anything you need.
Lilo: Thank you Grand Councilwoman, we'll need all the help we can get.
Troops are sent to Earth to help protect the experiments. Some are tasked to watch Earth from orbit while others help Lilo group the experiments. The rest of the Galactic Armada are scattered around the area searching for Hamsterviel.
Somewhere deep in space a lone police cruiser can be seen traveling through hyperspace.
Hamsterviel: Those pathetic guards are so gullible, how could anyone mistake the warden's gerbil for me? They're as brain-dead as that walking tub of blubber. Hmph, I don't need a traitor like him. Soon they will all pay for what they have done, all I need is a new evil lair, and I know just the place...
Hämsterviel jumps to the back of the police crusier and uses his free time to tinker.
Back on Earth, Lilo begins to prepare for the worst. Jumba can be seen arriving from his lab where he has been making frequent trips as of late.
Lilo: Hey Jumba, glad you're back. We just got the news of Hamsterviel's escape and I need your help putting Stitch's cousins into groups.
Jumba: What does Earth girl hope to achieve by grouping the experiments?
Lilo: If Hamsterviel comes back to capture more cousins they'll be harder to fight in groups. Also it'll be easier for us to keep track of them.
Jumba: Very well but we must be quick, I was so close to reaching breakthrough on something I've been working on since you were just a little Earth girl.
Lilo: It's not another experiment is it?
Jumba: Eh not quite but close, I do not wish to spoil the surprise hehehe.
As Hamsterviel exits hyperspace, he adds the finishing touches on some contraption.
Navigation System: Arrived to destination: Galaxy Defense Industries.
Hamsterviel: Excellent, let's see if anyone's home.
Hamsterviel jumps out and takes aim at the side door of the lab then fires a massive plasma blast creating an entry point.
Hamsterviel: Knock, knock
He tosses the makeshift plasma cannon aside and enters the lab. He sneaks around to make sure he is alone making his way to the main lab. He arrives and turns on the lights, powers on main computer and ensures everything is functional.
Hamsterviel: Excellent, now to find plans to create an experiment to make my new army. This is where Jumba created those oh so destructive experiments, there must be something here that can tell me how they're made.
Hamsterviel searches everywhere in hopes to find instructions on how to create an experiment, he looks through all the shelfs and papers lying around the lab. He checks the computer and only sees the experiment log and documents on how the experiments function. He looks around some more and ends up finding something better behind a locked drawer.
Hamsterviel: What's this, an experiment pod? So Jumba has still been making experiments after all. Heh, he's foolish to have left it here so carelessly, let's see now, experiment 628.
He looks though the experiment log to find Experiment 628 but there is no data of such an experiment. The locked cabinet where the pod was found only contains diagrams of the experiment's molecular system.
Hamsterviel: Strange, this must be a recent experiment, or Jumba has been keeping secrets again. I don't know what kind of nasty abilities this new creation possesses so I'll have to be safe.
Hamsterviel looks around and sees the fusion chamber where Stitch was created. He opens the chamber and places the pod inside then pours water over the pod and quickly shuts the chamber.
Back on Earth, Jumba and Lilo are getting ready to put the experiments into groups. The old experiment pod container can be seen on a table near them as it begins to light up.
Experiment Pod Container:Experiment 626 Activated!
Primary Function: Cause mass mayhem and destruction.
Lilo: Huh, that's weird? Stitch is right here. Jumba are you sure that thing still works? Jumba? Hello?
Jumba stood there in disbelief, shocked and paralyzed by what he had just heard.
Jumba: Umm, o-of course not, old pod container is non-functional. I never bothered to fix because there was no longer a need for it. I apologize Lilo but I just remembered there was something very important I forgot back in my lab, I'll be taking 626 with me.
Lilo: Wait, why? And what about Stitch's cousins?
Jumba: You will have to ask Pleakley for assistance with the other experiments, I need Stitch in case Hämsterviel is there. I'll be back as soon as I can.
Jumba takes Stitch and heads for his lab, Lilo grabs her things and begins to look for Pleakley. She was worried something had gone wrong but was too busy managing the other experiments.
Lilo: Please don't let it be another experiment...
