"I can't simply say you can be a hero with out a quick" the walking skeleton known as all might said before leaving me on the roof
"fine I won't be a hero ill be there boss instead" izuku said to the empty space then proceed to climb down the fire escape to rush 'home' he can't really call it home as its not really but he digresses as he was climbing down he heard some explosions in the distance he quickens his pace to climb down to see what could be causing such a disturbance finally reaching the bottom of the building he quickly rushes of to where he herd the explosions and where he can see large plumes of smoke it took him roughly five minuets to get there and what he saw made him solidify his plan all the more there are five pro heroes just standing there while the villain has a victim and not just any victim its Bakugou Katsuki but he doesn't care for that now, no right now he is scowling because he happens to be overhearing what the pro's are saying
"we can't do anything right now we have to wait till someone with a more suited quirk arrives" mt lady said and with that Izuku left and went back 'home' he's about to bring down the president of the hero safety commission and take over and on top of that he discovered a program so imbeded in coding it took me a full month to uncover and when he did he was absolutely disgusted with it how could they do that to a living breathing human and pulling his feathers because he wasn't good enough no that's not right that's not even training that's torture plain and simple and he was SIX when they started when the green haired child got 'home' he made a phone call to the person above the HPSC's president
"hello Midoriya what can I do for you?" they asked
"I want the president fired and I want her job" he answered
"and why would I do that you are a 14 near on 15 year old child" they said so Izuku did what he did best he emailed all the correct forms and the evidence of what that women did
"you should be receiving an email soon" said the freckled boy
"I-it just came threw I had no Idea you wore quirkiness and consider your self the new president of the HPSC I will meet you out the front of the head quarters with detective Tsukauchi" the man on the other end of the phone said before hanging and leaving Izuku to get ready and he did so in recored time, he had to treat and bandage a second degree burn then carefully wash his hair under the bathtubs faucet then he dried his hair the best he can then got dressed in his suit he bought two days ago after leaving and locking up the apartment he started to walk in the direction of the HPSC when he arrived he was surprised to see that the press was there as well but he paid them no mind and continued to the man he as been talking to for the last 6-8 months
"ahh Midoriya pleasure to see you again" mr. Tanaka said
"like wise I noticed the press are here" Izuku grumbled
"yeah, they turned up when someone called about my being here" Tanaka said
"of cause someone did why didn't they when the HPSC's presidents Boss is out the front of the HPSC's head quarters and the President?" Izuku asked
"she's on her way down and I figured why not announce that we have a new president while the current one is escorted away in cuffs" Tanaka said with a sly grin
"what else?"
"you will have no one to answer to the HSPC will be completely independent under your leadership" Tanaka said
"that's gonna be harder to do while im still in school"
"move to online school once you've made the changes needed" Tanaka said

Keigos P.O.V
"wait here" madam president said before walking out of her office while I was waiting I decided to watch the news on my phone and as I was watching I noticed that madam presidents boss is out side I continued watching thinking something important was happening I watched for about ten minute before madam president appeared and once she did some detective guy guy promptly put her in cuffs
"w-what" I asked
"president Tanaka what is going on?" a reporter asked as soon as he was close he was also followed by is that a baby bird
"well as you have caught on camera the previous president was escorted away for reckless endangerment of her staff and the servaillians" he said
"who will be taking over?" another reporter asked
"this young man right here" he said pointing over to the baby bird
"he's like 12 he can't run a whole organisation?" yet another reporter said
"actually im 14 years of age and I am more then capable of running this organisation if I wanted I could test out of my school and complete high school and collage in about 12 months" he said which not gonna lie impressed me
"what is your quirk" the same reporter asked
"1 quirks don't count for shit" he said shocking a few people
"2 I dont have one I am medically quirkiness and also under the Japanese government I am also a legal adult have been for the last for years" he said daring anyone to comment which non did because if. quirkless kid got the prime minister of the country impressed then what else is he capable of and now is apparently my new boss
"id also like all employees of the HPSC to come in please we are having a staff meeting"

Izukus P.O.V
"id also like all employees of the HPSC to come in please we are having a staff meeting" I said before turning and walking into the head quarters and right fully so everyone was shocked and scared good they should be
"ill lead you to the meeting haul" Hawks said when he walked off the elevator
"actually I would like you to take me to my office first I need to get a few things before the meeting and need to give the rest of the staff time to get here and get to the hall" I responded
"ok sir" he said and I can tell by his wings he is scared and nervous hmm ill have to fix that when in my office it took Hawks and I exactly 5 minuets and 23 seconds to get to my office
"Takami Keigo please take a seat" I said pointing to the chair I assume he previously sat in
"that's not-" he started to say
"it is your name and will be your name for your whole life" I interrupted
"oh ok sir" he said with a hint of excitement
"im not here to be your owner Takami im here to be your boss and to help you and the hero system as well as the public its time for change and its time to reform the Commission and also dont call me sir call me President Midoriya or president Izuku" I said
"yes president Midoriya" Takami said a whole lot more calmer now all the while im looking through the computer and printing out everything I need as well as looking through the the filing cabinet and getting everything from there that I need while I was doing that there was a knock at the door
"come in" I called
"sir everyone is in the meeting hall" an intern said
"thank you" I said gathering everything I need
"come on Takami we have a meeting to attend to" I continued on as I was walking out knowing full well that he was following me it had taken Takami and my self 9 minutes and 57 seconds to get to the meeting hall I walked up to the front stood at the podium with Takami standing behind and surprisingly Eraserhead and present mic
"good afternoon everyone" I said into the microphone
"to start with I want everyone pass and present that wore or are part of the paragon program stand up" I ordered and a everyone that is apart of the heinous program stood up
"I want the handlers, trainers, and punishment enforcers of Hawks to raise their arms" I ordered and a handful raised there arms
"all but those with there arms raised your fired get out" I said and there wore mummers of of disbelief
"oh im not joking get out your fired I dont really wanna get the law enforcement involved" I said with a sickeningly sweet smile and those are leaving also happen to be on there phones most likely to there lawyers but I dont care I can and will win in the courts so they can do what ever
"I want what lefts of you to come up on stage and sit at the edge" I order and they did as they wore told
"I want those involved in the hero ranking system to stand" I ordered yet again jeez im giving a lot of orders they to stood up and I heard some whispers behind me
"he's such an adorable baby bird he's so sweet but yet so deadly but how?" Hawks questioned ignoring him I continued
"you's to are fired get out" I ordered and they too left on there phones whatever
"the commission is under new management and ownership we are for the heroes and the people of the public and onto of that we will be changing a few laws that apply to the hero's which I know are of our domain so with that being said I want the rankings redone and I will be seeing them before they are released under stood?" I asked
"yes sir" everyone said
"and I also have one more thing to say any and all lifetime contracts are henceforth revoked do as you please if you want to quite then quite if you wanna stay then stay, Hawks come forward please" I asked
"yes President Izuku?" he asked
"these files are yours to do with as you please" I said handing him his stack of files
"wait really" he asked
"yes really" I said walking down to in front of what was left of the paragon program
"I want those that wore the trainers and punishments for Hawks when he was six years old" one person with a mutation quirk stood up along with a fellow avain based quirk
"the rest wait here you two follow me, actually Erasure and Present mic I would like you to apprehend these people and call the police please" I asked getting to nods of affirmation while Hawks followed behind the two abusers that are currently following me 9 minutes and 57 seconds later we are in my office
"take a seat you two" I said taking my seat behind my desk
"he we getting fired or not" the avain based quirked man growled out
"yes but not before I ask you a few questions which will be followed by your own punishments" I said overly to sweet for my liking but oh well
"your botan?" I asked pointing to the feline based quirked mutated man nodded stiffly
"and your hiroto?" I asked pointing to the avain based quirk who just scoffed
"and your brothers correct?" I asked and they both nodded stiffly
"great which one of you did the punishments?" I asked
"what would be me" the cat man answered
"and who filied his tallons down" I asked

"ok how many feathers for pulled during these punishments" I asked
"three dozen from each wing" was the answer I got
"great, I want you to pull a total of six dozen scales from your brother who will then file your claws down till they bleed much like hawks tallons" I order

"well then I guess you'd be meeting Takamis father and uncle that are currently in tartarus which both of whom love him very dearly so would hate to see what they'd do to you, nobody would see anyway id put you's in they same cell block with no cameras as well as no guards and the Takami brothers would be well informed of what you did to one Kaneto Takami's baby feathers" I all but growled out
"you can't do that" they said looking paler then ghost
"oh but I can and will" I answered
"Bo lets just do the punishment" Hiroto said
"fine Hitoro" Botan said then they wore escorted to the punishment centre which will then be turned into more offices for more employees
"your father and Uncle have three months left on there sentence" I said looking at hawks
"wait really?" he asked
"yes I will arrange a visitation for you if you like" I said turning back to my computer and unlocking to do some more work and its going to be a long sleepless night
"come on lets go you can come back tomorrow to do your work Lil boss" Takami said reaching over and shutting my computer off
"I can't leave I need to do so much" I said trying to turn my computer back on but was interrupted by being pulled away from my desk and pulled up
"you can't do that im your boss" I shot at Takami
"yes but you are a baby bird that needs sleep, and I know you want have to attend school for a while and I also know you will be moving to online schooling so you can do it here at work while you are working and in-between meetings" he said reading me like a book
"ugh fine ill go home" I said picking up my work laptop
"uhun ill also be spending the night to make sure you sleep" he said
"do you have to" not really wanting anyone to stay and find out that my mother abandoning me
"yes I do" he said pulling me out of my office
"fine" I relented knowing im not getting out of this
"so well stop and get some food for dinner then continue on to your place" he said
"ok" I answered

it took Keigo and I an hour to get to my empty apartment
"um kid where are your parents and where is everything?" Hawks asked
"dont know they left when I was like 6" I answered with out thinking
"WHAT" Hawks yelled

"pack your things im taking you to the my apartment" I said after calming down
"you live in Fukuoka though" he said
"yes but im not letting you live alone" I said back
"and I have work here in Musutafu you know this" he responded
"yes I know but you can't live alone" I answered
"but I can't leave work" he shot back
"what about if I moved here to Musutafu" I asked
