Was Tanizaki underage? Yes. Was Tanizaki a member of the Port Mafia and had murdered people for the mafia’s? Also yes. So not drinking was a choice. He wasn't quite sure if he regretted it yet.
On hand Hirotsu and Kouyo seemed fairly sober, a little tipsy maybe. But they were the 'adults' and Tanizaki being the second youngest in the group meant he was one of the 'kids', so he wasn't sure if he was allowed to sit with them.
On the other hand Tachihara had tried to match Chuuya which didn’t go well and Gin wasn’t sober either.
