“What do you think?” Akira asks. “A new rogue?”
“Maybe," Futaba says. "This is Gotham, after all.”
Akira understands the implication. This is Gotham, a city overrun by crime, by gangs led by lowlifes like Junya Kaneshiro. Yet the corruption reached deeper than this. It sank into politics and the police, too, into the very institutions designed to serve and protect the community. The bright lights that remained, the Niijima sisters, Toranosuke, Ohya when she was sober, were few and far between. If there were more of them, there wouldn’t be a need for the Phantom Thieves.
Yet here Akira is.
And here Crow is, too. Yet the more Akira looks at him, the more he thinks that Crow isn't another rogue, that he isn’t another criminal set loose from the shadows, that he is, instead, something else.
Something new.
