Yokohama was...
different. you could say.
a city that, since the beginning, refused to celebrate what the world called 'quirks'
quirks: supernatural abilities; first appearing in 2014 and soon appearing in 80% of the population.
.
instead, Yokohama had something, although rarer, much more powerful than quirks; abilities.
those with abilities often ended up 1 of 4 ways:
with the government
with the port mafia
with the armed detective agency
dead.
although the last option is inevitable for all living, those with abilities tended to reach it much earlier than whatever god out there intended.
And since this world is how it is, people are greedy
By people I mean All For One.
Ever since he found out about abilities his one and only goal was to take control of all of them.
Taking each city, organisation one by one untill he has it all.
And that is why Nakahara Chuuya, 22 years old, Mafia executive, is standing in his bosses office being told he has to infiltrate the top hero school as a student.
"Boss, with all due respect, why can't I infiltrate as a teacher? Infiltration isn't exactly my area, wouldn't Gin be a better choice?" Chuuya questioned his bosses reasonings for assigning him this mission,
Which is normally, an absolutely horrible idea.
However, it was one of the reasons Mori liked Chuuya.
"Chuuya-kun, you make a great point!" He had that smile again, the one ever so slightly different than regular yet the alarms it raises for the recipient is truly a skill. "For your first point; I need you to get close to the students, it'd be easier of you were one of them. Secondly, Gin-kun is quirkless, It makes him a target for everyone and would make everyone suspicious of a quirkless child getting into UA's Class 1-A hero course."
He slid the file across his desk to Chuuya who took it with a bow and left. As he reached the door he was called for again.
"And Chuuya-kun, you leave in two weeks. Prepare for your exams!" He had the regular smile again
"Yes, boss. I won't disappoint"
The door shut.

Meanwhile at the agency, it was a typical day.
'Typical' means:
- a very irritated Kunikida Doppo
- Dazai Osamu, the one and only cause of Kunikida's continuing irritation, who just got fished out of the nearest river after yet another suicide attempt.
- Nakajima Atsushi, doing his AND his mentors Paperwork
- Kyouka and Kenji being the only outwardly normal people there
- The tanizaki siblings. That's it.
- Yosano Akiko drinking wine at 10AM
- Edogawa Ranpo who somehow doesn't have diabetes
And the president, who was about to make the day a little less typical.
"Everyone, quiet down" The Agency was silent (for once)
"I need one of you for an infiltration mission." He began, already scanning the room for candidates.
"President!" Kunikida bowed "may we have some details for the mission? Shall I set up the meeting roo-" He was about to leave his desk when the president cut him off.
"No need kunikida, but thank you. I need one of you to infiltrate UA highschool as a student."
silence
Then,
"The hero school!?" The tanizaki siblings were the first to break the silence.
"Yes" Fukuzawa confirmed
"Well if you want students," dazai began, fanning his wet trenchcoat. "That eliminates four of us, and leaves you with Atsushi, Kyouka, Kenji and the tanizaki siblings."
"Atsushi and his ability is too well known, he's also far too inexperienced" Ranpo added
"It's too dangerous for Naomi" Yosano chimed in
"That means Tanizaki is out as well" kyouka started, "so it's just me and Kenji, right?"
"Precisely" Fukuzawa looked towards Ranpo and Dazai for the final input.
And with a final glance,
"Kenji is the best choice." Was the decision
"What!? No offense to Kenji but-" kunikida stood up
"I can do it!"
Silence,
again.
There were a lot of misconceptions about Kenji around the agency and In general.
Yes, he preferred to solve things honestly however, he also understands that sometimes one must lie to save people and he was willing to do that.
"Yes, you can, Kenji." Dazai reassured him
"To reassure all of you, could you explain your decision?" The president requested.
Well, it was more of a demand.
Dazai and Ranpo looked at eachother, then sighed "looks like I'm explaining," he put on his trenchcoat, now semi-dry, and stood up. "No one is doubting kyoukas infiltration abilities; however, demon snow is too sentient. She has a mind of her own, it would be too easy to figure out it was an ability as putting limitations would be difficult. Kyouka is also inexperienced with socialising with kids her age. Kenji, on the other hand, is naturally sociable and we can just say that he can't use his 'quirk' in the rain. Hence the name. If you're worried about him being too honest, he can handle it! Right Kenji?" Dazai switched from serious to goofy, comically pointing at Kenji.
"Right!" Kenji saluted, matching dazai's facade.
"Then it's settled," the president sighed "tanizaki and Naomi" he looked at the siblings
"Yes?" Both replied
"Go shopping with Kenji and show him how school works." He then faced Ranpo
"Yes, sir!" They, Naomi really, then dragged Kenji to the mall for some clothes.
"Ranpo, kunikida, yosano and dazai" he awaited an answer before continuing..
"Yes?" Two replied
Ranpo responded with a hum and dazai simply looked towards the president
"Help Kenji prepare for the written exams, will you?"

Just days earlier, bothe bosses from the opposing organisations received a call
From an animal.
Now, if the animals could be specified, it would've been. However, it could've been a Bear, Mouse or a dog.
Thankfully, said animal can talk. And his name is Nedzu.
The port mafia Boss and the president of the ADA also happened to owe him a favour each. So when he called with an amusing (in Moris opinion) request to fish out two student traitors,
