Summary
The United Nations came together in 1947 to sign The Super Relocation Act, otherwise known as The Superhero Relocation Program in the United States. In a world populated by those blessed with mutations known as "superpowers," and those without being the majority, "superheroes" would be granted amnesty from responsibility for past actions in exchange for the promise to never again resume hero work. Those "supers" without any alternative identity or "hero" status would be forced to keep their abilities a secret from the public. Punishment for those who did not comply would vary based on the age of the offender, number of offenses, and other factors deemed important by the court of law. Lucius Best is an up-and-coming agent in the growing metropolis of Municiberg. Only he's not just on the side of the law, but of the offenders as well, a super by the name Frozone who does his best to help those in need while also keeping his powers well-hidden. Over the course of the next 15 years, he finds others with abilities like his, and teaches them to better control their powers and to understand not to be ashamed of them. But when a villain emerges that only supers can combat, it's time to rise up and fight. Sporadic updates currently.
