When the griping gets to you sic others on ‘em

Summary:

Tony gets mad enough to start enacting plans

Notes:

I’d like to thank SA Sundance and her story ‘Be Careful of What You Wish For’ for this idea.

Work Text:

When the griping gets to you sic others on ‘em:

Tony was getting pissed, no he was beyond pissed at the moment. And the angrier he got the quieter he got. Something the old hands should have realized by now. But of course, McGee, the wonder kid of MIT, and with all his degrees had never seen him truly get angry. The closest he had seen Tony get is when he got in Gibbs face when Gibbs was on his Ari hunt thereby forcing Gibbs to back down. McGee should have taken the hint there and then that if Gibbs was willing to back down rather than face an angry Tony, maybe he should not push it.

And do not get him started on Ms. Mossad, Ziva Dav’id.

He had copies of his written orders to follow along and allow her on the team from both the SecNav and the SecDef as well as copies of his complaints about it. And the only reason he stayed now was to see to it their cases actually were completed and made it through conviction. So that the victims and their families could find solace in justice done.

But as he came in early, yet again, to get caught up on things, only to find McGee’s SFAC files on his desk for him to with yet another note that “He wasn’t doing Tony’s work for him” And yet another complaint from JAG and HR about Ziva and her “I can do anything I want and you can’t stop me” attitude, that he was now into the cold spectrum of pissed.

Taking a deep breath, he sat down and turned on his computer and monitor. Then took one of the many empty inter office mailing folders and put everything McGee put on his desk in a couple of them along with his non-compliant note, bundled them together, then phoned down to HR that he had an important drop for Mrs. Bromstead to take care of as soon as she got in if they could send someone to come in and pick it up please. No, she will know exactly what to do with it when she reads it.

He sent her an e-mail to check both Ziva and Tim’s hours worked actual vs pretend, and dock them the hours not worked while writing them up for “malingering on the job etc.” And pull their actual written cards where they have to write up just what they had been up to when on the clock, and see if anything tallies, vs what she sees. And have them justify everything.

Then send her write ups not only to Ms. Madam upstairs but Admiral McGee in McGee’s case and the Secretary of State and Ziva’s handler in the Israeli Consul in Dav’id’s case and make THEM justify it to her as well.

Oh, and while she was at it, do the same for him too, and make sure he actually GETS PAID for the hours he is putting in. Including the hours, he is logging in for Ms. Madam’s op. And send those hours along with both McGee’s and Dav’id’s to the SecDef, SecNav, the Secretary of State, and the head of the Union as well as Workforce Services.

He saved a copy of the e-mail to his off-site account, then printed it, plus two other copies. One for Deloris and one for his own files.

And just as the runner from HR was coming off the elevator, he slid the printed copy into the envelope for Deloris.

~ooOoo~

As soon as the runner was off, he called down to Melissa in HR and told her to let him know when the runner arrived, and to please sign a document that the papers arrived safely and would be put on Deloris’ desk where she would see them first thing. Then have the runner send the document up to him for his own files.

Once that was taken care of, he pulled up the files he had been keeping on the disregards Abby had on lab protocol from his site to his computer.

He topped the list off, then sent a copy off to the federal agency over lab certifications, while sending his original back off to his site. And then thinking about, he sent a copy of everything he had worked on that morning to Garcia over at BAU to have a back-up of a back-up, with a note to please put further protections on his internet life and accounts.

He then called down to the call-out desk and said that his team would be unavailable for the day so please take them off the call-out list till he said otherwise.

After hanging up, he rubbed his face, before picking up his phone, calling JAG headquarters, and asking to speak to the person in charge of the night shift. When asked what it was about, he told them a possible breach of contract by an NCIS agent, specifically the confidentiality agreement part, that could jeopardize cases.

He quickly had an officer on the phone, at which time he explained about McGee and his Deep Six book which, as far as he knew, was a breach of contract. As it used not only an NCIS case and personnel, but a recent one that was still going through the appeals process to boot. Let as well thinly disguised agents. One of which was now certainly burned as an undercover agent. And the morgue attendant had a very good case for defamation of character if he wished. And not just from Agent McGee either but from the Director, for her signing off on the book and agreeing with the characterization.

He did not need to state how this would affect not only that case, but all further cases involving that agent, or the agents/personnel portrayed involved in the book as any defense team would go to town with it when/not if, they found out about it.

After all this, he checked the time, then his desk, where he found the note from HR stating they had got the full files and they were now on the Director of HR’s desk as he asked. He scanned that in, then put the note in the files he was working on about the whole mess, while sending the scanned message to his offsite account and a copy to Garcia.

He got a message from Garcia telling him his accounts were all snug and secure, and she was getting out the popcorn, so keep her in the loop. But she was going to be hacking into the security feed for their later viewing pleasure.

Maybe a movie night with Jeanne?

He wrote back to contact Jeanne and set it up and he would be there.

Then signed off with a very harsh smirk on his face.

Ms. Madam did not know that he had met Jeanne when he was in treatment for his plague, and she was one of the doctors brought in to help treat him.

It was about the only reason he had not told Ms. Madam where to stick her op and walk out altogether, and the three of them (with Garcia) were currently trolling the director, big time.

Jeanne’s comment when he told her his director expected her not to know him, so he was to woo her and get in her skirts (her words not his), was “she was nuts if she didn’t expect every single medical professional in the tri-state area to not know him.” And she expected him to waltz in and get in the pants of a doctor?

Garcia was currently signing Ms. Madam up for every underground web-paper, journal, and ads. Her comment that with a nickname of Madam, it was inevitable she gets sent adverts for dominatrix outfits and pornos involving fem-doms and offices.

Which got all three cracking up and Tony telling her to add in the furry adds, and the bear adds as well.

Jeanne told to her to put Ms. Madam on the actual mailing lists of the sites as well. Which had them all grinning like loons.

~ooOoo~

It was in this mood that he finished going through his e-mail as Ms. Madam showed up and headed up to her office.

He looked over and gave an inward laugh as he noticed the shoes, she was wearing came from one of the catalogs they had sent to her.

Ones that were called “I am Bitch, hear me roar,” pumps and were actually part of an actual dom outfit. He quickly texted Garcia to see if she had gotten a good look at her and her outfit. She had and was targeting the clothesline for more catalogs just like that one, as the skirt was part of the office fetish line.

He almost snorted out his water at that, and Rick came over to see what the news was that had him virtually cracking up.

He let him see the post and whispered in his ear that it was about what the director was wearing that morning complete with bitch shoes.

Rick gave out a very hearty laugh and slapped Tony on the back, telling him thanks he needed that.

~ooOoo~

Lee came in soon after that, and he told her they were not do out that day, so she could get caught up on her casework. Meanwhile, he reserved the boxing ring for 1pm till 2pm, and slots on the in-house gun range for 230pm – 330pm. Knowing there is no chance in hell the other two would be in on time and McGee, at least, would be spending several hours down in HR with Deloris.

He got to the latest case files from things one and two, and not even signing off on it, he sent a copy of the entire case work off to JAG Headquarters, SecNav, SecDef, Jenny, and State, with the statement of “do something about this or else the perp walks.” He did the same for each case on his desk from the team. Then he put the files aside to await words from above.

He got an e-mail from Deloris about his files and current spam of e-mails and said, “don’t worry I’ll take care of at least one of your little toads.”

5 minutes after the clock-in time for all day shift agents, Commander Bud from JAG, and another JAG agent, along with two MP’s, showed up and demanded to see McGee immediately.

Tony was happy to tell them that since Gibbs retired, both McGee and Dav’id thought they were on “whenever” time and tended to show up “whenever” they felt like it.

Ms. Madam was on her overlook post and getting furious about the comment. But there was no comeback from her as he followed up with, “of course they have been written up several times for this, but the Director hasn’t been seen to be doing anything to rectify the situation at the moment.”

Tony was asked if there was a number McGee could be reached at, and Tony gave him McGee’s work and personal cell phone numbers, stating that if either he or Agent Lee tried, McGee would not pick up, and would claim he never got them.

Bud took the work number while the other officer took the home, and neither got an answer, but both left terse messages to the effect that if McGee were not in to work in the next hour, they would see him charged with dereliction of duty.

After they both hung up, Tony cheerfully told them that HR was already pulling their time sheets and cards, and if they wanted to head down there while they waited for Agent McGee to check them out with her, they were more than welcome. In fact, they might not have seen the latest he had dropped to their office dealing with both Agents McGee and Dav’id, which he had sent copies down to HR as well.

When they stomped down to HR, everyone let out their breathes, with Rick going “Damn Tony I haven’t seen this mood since the Fin debacle in ’02.”

He shrugged and blatantly stated “no more shits to give.”

Understood.”

A half later and still no word from McGee, but a call from the Israeli Consul stated that Ziva would be out for the near future. And not 15 minutes later the Secretary of State showed up unannounced and stomped up to see Madam Director.

At which point Rick looked over to Tony and said, “Damn Tony when you go, you go big.”

5 minutes before McGee was to arrive, or else, the officers arrived back up to the bull pen and waited. When 10 minutes passed, Bud pulled out his phone and called in an arrest warrant for McGee for dereliction of duty, embezzlement of federal funds, and for the hacking of federal offices without a warrant. And another warrant to search his premises for evidence of the same, including confiscation of his computer and all computer files and anything to do with his writing. Including his typewriter ribbon since he uses a typewriter. And this includes any research files and work files he may have to hand.

While he was the phone, Tony made the comment that the techs may just want to take a look at Ms. Dav’id’s computer as well since Madam Director put her in at an AD Level Clearance.

Bud’s fingers whitened and told them to get a warrant for Liaison Agent Ziva Dav’id’s computer and apartment as well. And to make sure they got her home computer. Along with a warrant for her home cell phones.

After hanging up he called down to IT to send up techs to confiscate and go over the work computers of Agents McGee and Dav’id. And prepared them to be ready to accept the home computer of the same Agents.

When he hung up, Tony pulled out copies of his orders from on high, and demanded receipts from Bud that he took them.

When Bud looked them over, he gave a big sigh, and called into his superior, who kicked it up the chain to Admiral Higgins, who had taken over when Chedwiggen retired. And said he would get someone over to notarize a receipt from the department. And was, himself, calling the President over this FUBAR situation.

And just to make the circus more fun, Fornell and Slacks came off the elevator as representatives for the feds having already taken McGee into custody from the arresting agents and MP’s.

They were already over at McGee’s apartment and going over his apartment with a fine-tooth comb. Believe it or not, the idiot had been on the phone with his publishing agent for a PR assignment later that week during work hours. And Fornell had heard on the way over that Homeland had picked up the warrant for Ziva’s apartment and were carrying it out even now. So, expect agents to come swarming in to take her work computer.

Not long after that agents from the State Department and techs from several departments came out of the elevator and stairways. The MiBs headed upstairs while Fornell pointed to each of the computers and told the techs which was which. With each set falling on them like lion on prey. Soon carting them away. And the Homeland agents with them cleaning out Dav’id’s desk, while Fornell cleaned out McGee’s. With all leaving along with JAG.

And soon to be followed by Madam Director, with techs right behind her handcuffed self, with her computer gear, and all portable electronics from her office.

Her secretary was also following behind them, but not in cuffs, and crying her eyes out. And even more agents streaming in and out with evidence boxes.

Tony had already printed out his “cover his ass” files and had them ready, when the SoS motioned him to follow him to a conference room. And handed them over to him.

He refused to sit, preferring to stand, with hands behind his back and easily clasped together, and at the at ease pose he had learned at RiMA. He also had his phone on, and everything now said would be sent directly to Garcia, who, in turn, would record it. She had already let him know Hotch was on the way and he said not to say anything till he got there.

So that’s exactly what Tony told the SoS.

McGavin just nodded and called down to HR to bring her copies of the files up for him to look over. Then, after looking over the paperwork Tony had given him, called in warrants for the SecNav and SecDef on the grounds of conspiracy to commit treason. And to add warrants for their workplaces and all homes and properties. He also wanted warrants for their phones. With additions to the paperwork for confiscation of all electronics and paperwork files found while searching.

Epilogue:

When everything settled out, the SecDef and SECNAV’s offices were gutted and re-staffed, with each office holder quietly retiring to “staff and oversee” Gitmo. From the inside.

Ms. Madam never made it that far, dying in a federal facility of brain cancer.

Ziva was deemed persona-non-grata, as they could not get her from Israeli hands or extradited, her having been slipped out of the country. But Eli fell from grace over the incident and was removed from the office along with all his people. And his estate had to pay out millions in restitution for what happened to the federal facility and agents under his orders.

Abby was sent back for retraining and recertification and then was not allowed to be the only tech in a lab setting ever again, let as well leading a lab.

Vance was downgraded to jr. agent status and shipped out to Pennsylvania to be under the commander of the RU station there. With orders he would never again rise further within any government agency and would be blacklisted from anything to do with the government if he quit. So, he stayed on.

Owen took over the Directorship of the DC office, with orders to clean it up, and refused entry to Gibbs when he demanded to return to work.

One of the first things that had been done was that his full retirement papers were pushed through, instead of his illness and vacation time paperwork.

So, Gibbs was no longer even allowed into the building without an armed escort. And then only if he calls ahead and makes an appointment for the department he wishes to see and its approval.

His clearance rating was revoked, so he did not even have that to fall on. And his house had been cleared out of anything to do with his government work. Including any/all weapons he was not licensed as a civilian to carry.

Tony was instilled in his role as Gibbs’ replacement and refilled out the agents now missing from the arrests. With McGee having added extra charges of aiding and abetting in treasonous activities for helping Ziva set up her computer work activities and keeping Tony from reporting them or even monitoring them. And was serving 250 years in a federal lock down facility for his actions.

The moment Lee discovered her sister was kidnapped, and the blackmail came in to get her sister free, she went straight to Tony, and they were able to trace things, and people, down to rescue the girl, and make arrests before anything happened.

But that was too much for Lee and she left the agency for the calmer waters of the DC prosecutors office.

Jeanne finished out her contract at the hospital and moved on to serve with Doctors Without Borders for several years before returning to Europe, where she taught at a teaching hospital.

The trio still kept in touch though, and vacations were planned for get togethers whenever they could.

Tony and Garcia had an on and off affair that lasted till they both left federal work, then they moved in together for mutual company.

They still had laughs over the pictures of Shepherd in the outfit from the catalogs and the various pranks they played on each other’s offices over the years.

So, overall things finished well and all it took was getting angry enough to sic ‘em. On the evil twins.
