After the Final War, Touya Todoroki is left slowly dying in Tartarus. Life support the only thing keeping him alive, he's kept from death in a state of almost artificial life, made out of life support machines and injected medicines and the haze of his broken mind. But his family can't stand to see their precious Touya like this, and as a last resort, they seek out someone who may be able to rewind Touya to a better state, or at least take away some of his suffering.
Spoiler alert: it works, and Touya is thrust back into the world with major PTSD and a ticket straight to rehab.

“Ah, alright. Firstly, your brother asked me a rather interesting question earlier.” All Might furrows his brow slightly, blue eyes seeming to flash with intensity. “He asked me if I thought someone quirkless could become a hero like myself.”
“I told him that I didn’t think someone without power could become a hero.”
Even now, All Might is probably only giving her this training opportunity because he can offer his own quirk to her. It’s sickening.
But unfortunately, the man isn’t the only one to blame. He’s just the one to deal the final blow. She needs to figure out how to deal with the rest, too. For now, she’ll just keep gathering her evidence. She’ll figure out what to do with it soon enough.

Izuku has wanted nothing more than to be a hero, but combined with his quirklessness, and lack of support in his life, it has left him a nervous wreck.
But that changes upon meeting Ochako, who becomes the first to truly believe in him.
Compounded upon reconnecting with his quirkless uncle, who decides to help them both succeed, the two begin their journey together.
Supporting one another, they are sure of one thing: Somehow, they’re both going to become two of the greatest heroes.

How come no one said anything when they heard the window break? Someone had to have heard it, you know. You said the police were there, but the Mustuafu police department has a notoriously bad response time.”
Izuku frowned. For his entire life, he idolized heroes, dreamed of being one…but she was right, wasn’t she? Why didn’t they show up? How come his neighbors didn’t say something? They had to have heard the commotion. Why did they all stand by? It’s the heroes’ fault. They failed him, and now his mom was dead.
“Izu-chan, why don’t you come and stay with me and the others? You said you have nowhere else to go. Society failed me, too, but when I had nowhere to go, I found the League, and they took me in. Now I’m happier than ever!” she explained.
Not knowing what else to do, Izuku agreed and followed.

Summary
George and Harold have always been misbehaved kids. They just did what they found was funny or what got them the most attention. After all, it’s not like they got it much at home, and bad attention is still attention.
But when Captain Underpants mentions Mr. Krupp as though he’s a completely different person from himself, George and Harold realize that they might have messed up.
Sure, they’ve always known that technically they were unaware of each other and that they were separate personalities, but to hear it be said aloud really makes them think.
They know that the right thing to do would be to tell the truth to Mr. Krupp, wait for the impending explosion of anger, and then possibly find a way to reverse the effects of the Hypno Ring.
But they’ve grown to care for Captain Underpants, seeing him as a father, someone real. So they’re reluctant to just get rid of him, even if Mr. Krupp wants them to.
But with the reveal that Hypno Ring is no longer made, and that Melvin had scrapped the Time Toad 2000 and refuses to make another one, it seems as though Mr. Krupp and Captain Underpants will have to come to terms with each other.
