It's common knowledge that Alphas are stronger and smarter. It's also common knowledge that Omegas are born with weak constitutions, unable to exert physical effort for too long. Even an agitated Beta's pheromones are too hostile for an Omega to handle, reducing the Omega to remaining weak-kneed in the force of it. An Alpha's dangerous pheromone is out of the question.
Therefore, one of the landmark civil rights victories in their world is the establishment of the law that disallows Omegas to be convicted of any crime, as the world believes them to be too weak to do any harm. A capability reduced by their own natural constitution, something that is inherent to their genetic make-up. It's not something that could be remedied by gene splicing or by guzzling down performance drugs.
Witnessed by the world on a daily basis: Omegas are too harmless and too weak to be able to achieve any substantial harm against anyone, including themselves.
In order to help protect these weak beings, the pheromones of an Omega forces everyone else to not be able to land a hand against them. Omegas cannot commit a crime, and everyone else cannot hurt them in turn.
An equivalent exchange to compensate against their inability to produce any notes of violence or evil.
A fact that protects and empowers Dazai better than any army could.
