Viserys dies when aemma is pregnant with male rhaenyra, marries a Martell princess, love did not blossom, duty, 13, 1. There was no foul play in Jaehaerys's death; he died of sadness. In the end, the deaths of Alysanne and almost all of his sons and daughters took their toll on him.
Otto couldn't interfere as much either, because Daemon, Aemma, and Maegelle were always hovering around Jaehaerys. Especially the latter, who watched over him and kept him company on his sickbed, one of the reasons Otto couldn't send Alicent.
