Most of the population will be incapable of developing photos after the apocalypse. They simply won't know how, and it's too risky to run around gathering so many supplies for it in an apocalypse, but a Polaroid is simple enough for anyone to use.
Glenn finds a Polaroid camera. Not much of a kink, but this might be more family oriented, involving all the survivors he travels with. Snippets of time captured on film. Why Glenn? I just like him a lot, and he's more likely to take photos of things than Daryl.
