Cooper knew it wasn't fair to ask her to do this to kill a man when he could easily do it himself. He would feel remorse or be bound by some stupid golden rule.
Lucy knew this man, he came from vault thirty three in search of her. To bring back safely or get rid of her because she knew too much now Cooper wasn't sure, didn't care much either. The man has a name and a family, Cooper doesn't bother to learn about either. That isn't important to him. What Lucy does or doesn't do matters to him.
He wanted her to prove her loyalty by spilling blood. She could no longer hold onto her old life, those people were the enemy. His and hers. The hesitation was etched in her face, Cooper hated that it existed at all. He didn't think she would do it, could do it until she shoots.
“Well done, Little Killer.”
