A common complaint that I see about The Hunger Games series is that it would somehow be impossible for the “Career” districts to dominate in the victor count while also allowing for each district to have at least one male and one female tribute to compete in the 75th Games. Some readers seem to think that this is mathematically impossible, but it’s really not. We don’t know the exact victor count for any district other than District 12, but it’s actually pretty easy to imagine a scenarios in which the three Career districts (1, 2, and 4) are producing noticeably more victors than the other districts while also allowing for each district to produce a minimum of two victors (and more than two in most cases).
I’ve actually gotten people making similar complaints on The Victorious — that I’ve made the Career districts win too often and that the math doesn’t work out. That each Career district would have 20+ victors if they were winning this often. But I’ve kept a list for myself of which districts won which Games in The Victorious from fairly early on in order to avoid just this type of issue. In this list, the three Career districts each have between 12 and 14 victors while the other districts have anywhere from 2 to 7 victors. This gives the three Career districts a significantly higher success rate while still keeping to the idea of each district having 2 victors at minimum. Here is the victor count that I’m using for The Victorious:
District 1 - 13 victors
District 2 - 14 victors
District 3 - 5 victors
District 4 - 12 victors
District 5 - 4 victors
District 6 - 2 victors
District 7 - 5 victors
District 8 - 4 victors
District 9 - 2 victors
District 10 - 3 victors
District 11 - 7 victors
District 12 - 4 victors
I may tweak this slightly if the story demands it, but this is the count for now. I also have a list of victors that I am using for the story. Some of these are named, some have only first names, and some at the moment have only the district and gender of the victor listed. In making this list, I’ve tried to incorporate the few basic facts that we know or can deduce from the books. These facts are:
— There have been 75 victors of the Hunger Games. One victor for Games 1-73 and two victors of the 74th Hunger Games.
— Each district has at least one male victor and one female victor who are living.
— District 1, 2, and 4 seemingly win more often than the other districts. At the time of the 10th Hunger Games when the prequel book takes place, District 11 is also listed as being particularly successful.
— District 12 has produced four victors and we know which Games they each won. These are: Lucy Gray Baird (10th), Haymitch Abernathy (50th), Katniss Everdeen (74th), and Peeta Mellark (74th).
— Johanna Mason is the only living female victor from District 7.
— There are 59 victors still living at the time of the 75th Games. This means that 16 victors are deceased. In this context, “deceased” may mean “assumed dead” in a few cases (like with Lucy Gray Baird). Victors who are deceased in The Victorious are noted as deceased in this list. The death rate actually isn’t particularly high when you realize that some of these people could be in their eighties or even nineties if alive.
— For the purposes of this list, I have included victors’ ages if they are mentioned in canon, if they have been mentioned in The Victorious, or if I have a pretty firm headcanon about them. The ages reflect the age at which the tribute was declared a victor, not the age at Reaping or the age at crowning. This is the reason why a few victors are listed as being 19 years olds: they were 18 at Reaping, but 19 when declared a victor. Thus, some victors were also younger than their listed age at their Reapings.

Some Observations About This List:
— Recent victors have mostly been girls. The only male victor to win between Peeta and Finnick is Augustus Braun, victor of the 67th Games.
— There have been periods when boys have won more than girls, however. There are only two female victors before Lucy Gray Baird, for example.
— Many of the districts with higher victor counts have a gender imbalance. District 2 has produced 14 victors, only 3 of them female. District 4, by contrast, has produced 12 victors, only 3 of them male. District 4 produced 6 female victors before ever getting a male victor (41st Games). District 7 has produced 5 victors but Johanna Mason is their only female victor. District 3 has produced 5 victors but Beetee Latier is their only male victor. District 11 has produced 7 victors but Seeder is their only female victor. District 1 is fairly gender balanced, having produced 6 male victors and 7 female victors.
— District 11 was very successful in the early decades of the Games, but they have not had a victor since Chaff who won the 48th Hunger Games. So they have now gone more than 25 years without a victor.
— The 75th Hunger Games will mark District 2’s tenth year without a victor if they don’t win the Quarter Quell. Although this isn’t that long a time for most districts, it is a bit of a talking point for a Career district and especially for District 2 which had been considered the powerhouse of the Games in previous decades (they won 4 times in the 50s, for example).
— In the decade since District 2 had their last victor (Traian Diaz, 64th Games), Districts 1 and 4 have produced 3 victors each. The three from District 1 are: Augustus Braun (67th), Vivian (68th), and Silken Hastings (73rd). The three from District 4 are: Finnick Odair (65th), Annie Cresta (70th), and Isla Marin (72nd).
— With two victors being allowed for the 75th Games, this means that District 1 could potentially go ahead of District 2 in the victor count if they produce two victors and tie them in the victor count if they produce one victor. District 4 could tie District 2 in the victor count if they produce 2 victors.
— Every victor from District 4 is living. This means that District 4 has the highest number of living victors even though Districts 1 and 2 have both produced more victors than District 4. District 1 has 11 living victors. District 2 has 8 living victors. District 4 has 12 living victors.
— District 2 has produced the largest number of victors, but also has the highest number of victor deaths. Six victors from District 2 have died (all of them men, by the way).
— The district which took the longest to get a victor is District 6 which got its first victor in the 40th Games (Tracey).
— The district which took the longest to get victors of both genders is District 7 which got their first female victor in the 71st Games (Johanna Mason).
— The District which has currently gone the longest amount of time since their last victor is District 9 which has not produced a victor since the 23rd Hunger Games (over 50 years ago).
— The oldest living victor is from District 11, a male victor of the 5th Hunger Games (this fic is not going with the idea that the victors before Lucy Gray were never found).
— The youngest living victor is Katniss Everdeen from District 12 (who is a few months younger than Peeta in The Victorious).
— The Victorious plays with the idea that the districts are classified as either inner districts (1-4), ‘mid’ districts (5-8), or outer districts (9-12). The Victor Apartments are separated in this way, for example. It is therefore somewhat notable that only one victor from the “outer” districts has won in the years between Haymitch’s victory and Katniss and Peeta’s victory. This victor is Charity Alwich from District 10 who won the 57th Games. Peeta and Katniss are therefore the first victors from any of the four outer districts in over 15 years.
This list is subject to change. However, many of the recent named victors have already been mentioned as such in The Victorious and I’m pretty firm about them.
