Below is not a comprehensive list of sites to find Japanese fanfics, but a start.
Japanese-language sites
Remember to read the Etiquette for sharing Japanese fics section in Part 1 for a hint at etiquette on Japanese fanfic sites (further researching pending).
🔸 Pixiv
Pixiv (available in Japanese, English, Korean and Chinese) was originally a site to post illustrations, but in 2010 they announced they would also host 'novels' (小説 shousetsu literaly "novel" but on Pixiv this mostly means fanfiction). It seems to be a major posting spot for Japanese fanfic. They are shifting to more and more Bilingual (English, Korean, Chinese) interface and content. They have a great wiki, Pixiv Encyclopedia in Japanese and English.
Quick tip: Once signed up and logged in to Pixiv, check your settings before searching.
Settings > Display settings > Show explicit content (R-18)
You can also choose to view “ero-guro” (erotic/grotesque) content and “AI-generated content”
🔸 Twitter (X)
X formerly Twitter has always been popular in Japan. HP fanfic writers post short fics (often as images), links to their Pixiv account/fics, and discuss/repost each other’s fics. The tags #ハリポタ #二次創作 worked well (#Harry Potter #Fanwork)
🔸 Forest Page Plus
フォレストページ＋ is actually a platform to make your own fan page. Its current focus is 夢 (“Dream” Reader Insert) fics, but I also found lots of pairing fics. You basically search tags for someone’s mini homepage and explore their fic collection from there. Many E fics are password protected, usually with a riddle given.
🔸 Teller Novel
テラーノベル is similar to Wattpad; a web and phone app based original fic and fanfic posting site. 500 plus hits for ハリーポッター Harry Potter
🔸 Puri Novel
プリ小説 is similar to Wattpad; a web and phone app based original fic and fanfic posting site. 500 plus hits for ハリポタ Haripota.
🔸 Hameln
ハーメルン A more classic-style site for posting fanfics. 100 plus hits for ハリポタ Haripota, and you can find a few other pairings. Info at Fanlore wiki.
Some other Japanese-language sites and suggestions
🔸 Search online for HP Fanfic Rankings
A fruitful search is to look for lists of popular fics, using a search for ハリポタ小説ランキング (Haripota Novel Ranking) or “Insert Pairing Tag Name”小説ランキング
🔸 BBS sites
BBS = Bulletin Board System, anonymous Japanese texting boards, very old school style. If you search “bbs ハリポタ 小説” (bbs Haripota Novels) you can find some threads. You will need Japanese or a web translator to explore. I didn’t scout out much.
🔸 Arcadia
Arcadia Set up somewhat like a BBS site, it’s a board to post announcements about fanfics, but links are not allowed (people post titles, usernames or email). Long running, classic but still active. There is no dedicated HP section but in the その他 (Others) category some hits for HP pairing names came up. Info at Fanlore wiki.
Primarily English sites
🔸 AO3 AO3 not yet on many Japanese speaking HP fan’s radar. There are only a spattering of fics.
🔸 Tumblr A few Japanese speakers (usually artists not writers) use Tumblr too, so sometimes searching Japanese pairing tags yields fruit.
🔸 Fanfiction.net Basically none.
🔸 Wattpad None.
