Summary
The world is too slow for Bart. For speedsters so used to working at the speed of sound or the speed of light.
Bart is too fast for the world. His brain moves too fast, along with his mouth and his movements. Slowing down is a struggle for him.
Tim finds a compromise.

It didn’t take much longer than that for Bart to notice that something was different. He had noticed pretty quickly that Robin, that Tim, had begun managing to keep track of his rambles more often than not. But he assumed that he had gotten better at slowing down without noticing. But then the others started following conversations more and more, even when he knew he was slipping into speed-speak. He went to Kon first, asking him what was going on, how they were able to follow his speed-speak. Kon just shrugged, and said it had been Rob’s idea, so Bart went to Robin, to Tim.
“I mean, Nightwing and the original Titans can keep up with Kid Flash some of the time because of exposure to his speed-speak. I figured I could just artificially create more opportunities to be exposed to high-speed talking. Do you want a program to speed up audiobooks and movies?”
Bart had leapt at Tim then, wrapping him in a hug, arms and legs wrapped around him, while his head nodded vigorously. Tim slowly wrapped his arms around him in return, patting him on the back before continuing what he was doing, letting the speedster hang on to him for as long as he wanted.
