Hawk’s stood at attention before the desk of the president.
His debut was a success. 23 captures, 0 casualties with at least 12 casualties averted by him personally. He literally couldn’t have done better.
His wings hung low as he awaited his judgement, the commission didn’t care about most of his bird behaviour, but were deeply interested in how he showed respect.
Very, VERY interested.
“Well, Hawks.” The president began, a familiar glint in her eye as she looked up from the report. “You’ve outdone yourself.”
He let his chest puff out in pride.
“Truly tremendous, a hero hasn’t had a debut this grand since All Might. Which brings us to our new objective.”
He straightened. He was no stranger to the Commissions ‘Objectives’. He only hoped no one had to end up dead this time.
“Unfortunately, the program that provided your training has been defunded. With such a perfect asset, the board didn’t see a need to continue to program.” She stated.
As nice as it was to hear how brilliant he had done, he had yet to hear the mission. Or an objective at all. It just seemed like a regular debriefing.
“This was most likely done because most believed the program to be empty at the time. This is not the case.”
Hawks almost let his carefully crafted mask of respect slip from his features. But he carefully caught himself and held firm, though his mind was racing.
He’d been the only hero in the program since Nagant all those years ago. There was no one left. He was supposed to be the last person to go through the Commissions hell. But that wasn’t true.
“Asset #50C878 is very special. He was separated from you for unique reasons of circumstance that may have… complicated training. However, your meeting was inevitable. It just happens to need to be sooner than we projected.”
“H- How old is the asset?” He asked, unable to keep a slight wobble from his voice.
“Asset #50C878 is 7 years of age. We obtained them three years ago from parents unable to support them. Sound familiar?” The president asked with a smile on her face.
He resisted the urge to clench his fist. He couldn’t do anything to her. Not without ending up like Nagant.
“Yes, it does.” Is what he says instead.
“It should. But your stories are more… connected than you may believe.” The president said, laying a photo out on her desk.
Seeing the photo, Hawks took a surprised gasp.
There was a boy, with shiny green wings sprouted from his shoulder blades. The boys eyes were squinted, but he caught two green iris’s in the gap. In front of him hovered a feather, a deep verdant green in contrast to the emerald of his wings that looked sharp as a knife.
His own feathers paled in comparison.
“The asset is your biological brother. Your birth parents had a longer fertility window than anyone expected, and birthed a son long after they thought it impossible. Thankfully, they remembered our deal and held off on putting him up for adoption until his quirk came in. After which we happily took him onto the program.”
Hawks stood, dumbstruck. He was still absorbing the information in front of him that it was all he could do to simply nod.
“He’s been undergoing the training for three years. Thanks to our understanding of your quirk, he was able to progress at a more rapid rate than you during your initial phase. You were not made aware of his acquisition due to your bond potentially impacting your progress, but you are of age that we are able to expect you to prevent that from happening. All details on his quirk are in his file. As is his real name. We have not yet chosen a hero name, so that will fall to you.” She spoke, pushing a file over to him.
“‘Fall to me’?” He repeated. “What does that mean? Why are you telling me this?”
The president flashed him a horrifying grin.
“Why, you will be taking over his training of course!” She said, voice sharp as a whip. “You will be expected to behave as a typical legacy family, aiding his growth until you can send him to U.A. Consider this your reward for an impressive display.”
“I-.” He stuttered, unable to formulate a response before dropping into a bow that surprised the president, though she masked it. “Thank you Madam President!” He said, mind whirring.
He had a brother.
He had a baby brother! A fledgling!
He could have someone close to him, someone to look after. Was it terrifying? Yes. Was it a clear attempt of dumping responsibility the HSPC no longer cared for on him? Oh absolutely. But in the moment he couldn’t bring himself to care.
“Don’t thank me Hawks. It is a reward for your effort, and so long as you keep up your performance then your brother will be under your care. You will be expected to be a hero duo on the field together, people love legacy families.” She said dismissively, with a wave of her hand.
There was an unspoken threat there. His brother was a privilege. One that could be taken away if he failed to meet expectation.
“I understand, Madam president.” He spoke softly.
“You should be informed, we were able to aquire an invite to a hero gala next month. You and asset 50C878 will be expected to attend as a family to build relations with other legacy heroes. The asset has already been informed of this mission. You will be meeting him this afternoon.” She said, pulling a key from her desk.
“The abandoned wing. This opens the door. It was never actually damaged, that was just the easiest excuse to close it off. You have the next three days to bond, don’t let us down.”

The key slide into the lock smoothly.
The door opened into a clean corridor, sleek and smooth. If he had done any actual digging, he’d would have seen straight through the excuse of damages.
It was in a better state than his own wing.
He paced over to the only door with a nameplate.
In a metallic green similar to the colour of the kids feathers was written ’Asset #50C878’
And in smaller print underneath, was written ’Izuku Takami’
He took a deep breath, hand resting on the handle of the door, before pushing it open.
Inside the plainly decorated room eerily similar to his own, was a small child with beautiful green wings.
Just like what was written in his file, they appeared almost metallic in nature despite how they also looked soft.
Izuku was stood at attention, hands folded neatly behind his back as he stood facing the door.
The green orbs that were his eyes flicked over to him and Izuku tenses. He was looking at him with an unblinking gaze, obviously analysing him as a potential threat.
He masked it well, from a human perspective. But as someone who recognised bird behaviour? Everything about him screamed pure fear.
He raised his arms placatingly, spreading his wings behind him as he took a step into the room.
“Hey there kiddo. My names Haw-.” He stopped. “Keigo. My names Keigo Takami. Whats yours? Your real name, not 50C878.” He asked. He knew the kids name, of course. But it still seemed like a good starting point.
The kids eyes seemed to lighten a little in understanding at their shared last name. Clearly connecting the wings and the fact that he must have been told recently he had a brother.
“It-… It’s Izuku. Izuku Takami, Sir.” He said hesitantly.
“Well, Izuku, I’ve been told that we’re brothers! How cool is that?” He let out a lighthearted laugh, trying to project more calm than he actually felt.
“Y-… Your a- asset 941111?” He asked tentatively.
“Haven’t heard that name in a while, but yeah.” Keigo shrugged. “But call me Keigo, we’re brothers after all!” He gave a grin.
Curiously, Izuku tilted his head in a very adorable way that made him have to suppress the urge to coo.
“K-Kei-Keigo.” He sounded out. “Keigo-nii?”
At this, he couldn’t suppress the chirp of affirmation he let out. Which caused Izuku to chirp back in response.
Finally, Izuku broke his stance and let himself take a few steps towards him. Looking at his wings in awe.
Keigo smirked and sent a feather to tickle his nose which made him sneeze. Izuku’s eyes narrowed and before Keigo could even think about if he would take it as an attack, he found 6 emerald feathers tickling him all over his face.
They were incredibly soft and plush, and they did their job well as Keigo couldn’t hold back the giggle that escaped his lips.
Satisfied, the feathers retracted into the emerald wings.
Feeling slightly silly, he reached down a ruffled Izuku’s hair. Feeling emboldened when he leaned into the touch after hesitating for a second.
He started to run his free hand through the feathers in a gentle manner, which he knew from personal experience felt fucking amazing, and started to talk.
“So fledgeling.” He started, running a hand through a knot in his curls. “We’ve got a party to attend in a few weeks, but we’ve got some time. I’ll be taking over your, well, everything for the time being. I’ll treat you good kid, I promise.” He swore, more to himself than to the him.
Izuku closes his eyes and leaned towards him, gently wrapping an arm around him with his wings following suit.
Keigo hugged him back, massaging the wings with his hands as Izuku all but melted into him.
It was then that he knew that for as long as he lived, he was going to keep him safe.

They looked up at the impressive manor in front of them.
Izuku felt really nervous, the only saving grace was that he knew Keigo would be nearby at all times. He’d hardly talked to people before, let alone kids his own age!
Most of the other kids would have already known one another from the other Hero Galas in the past.
The only positive, was that he wasn’t going to be the only new kid on the block.
Keigo had been gushing for days about the fact that Endeavor was making an appearance, probably against his will, and had begged him to make friends with Endeavor's kid Shouto.
His brother was really interesting. He aleays had something new to teach him about the world! Though his choice in heroes left a little to be desired.
Endeavor always struck him as scary. He fiddled with his wing just thinking about the mans hateful gaze.
Keigo was his favourite hero, but quickly behind him was another speed type called Ingenium. He had a HUGE hero agency with a ton of side heroes that he worked with to make everything run really smooth!
He seemed like a really cool hero, and was decently popular despite not being a top 10. Also he was partial to speed types.
He’d seen some things about the number 1 hero All Might, but the way he held a smile on his face reminded him too much of how he had to always wear a happy and carefree mask around his handlers.
Which, Keigo apparently was now.
Not that he cared, Keigo had told him he was going to be unlearning a whole lotta stuff that was taught to him.
He just had to go in there, and be himself.
So why was he so damn nervous!?
“Okay, pop quiz fledgeling.” Keigo spoke from beside him. He was wearing a red dress shirt and black slacks. He was wearing the same thing but with emerald green instead of red.
“Who’s running this party?” He quizzed.
“The Yaoyorozu family.” He answered.
“Correct. What are the names of the Legacy kids attending?” He asked.
“Momo Yaoyorozu, Shoto Todoroki, Tenya Iida.” He answered.
“Correct. What are we going to do when we walk in there?”
“Make connections in the hero world.” He replied.
Keigo made a buzzer sound with his mouth. “Wrong! I already told you, forget about the stupid mission the commission debriefed you on, that type of stuff falls to the licensed pro.” He said with a sly smile. “Just be yourself and have fun! They’ll love you kiddo! Besides, I didn’t tell you about a little team up I did with your number 2 favourite yesterday.”
Izuku let out an offended squawk. “You didn’t tell me you worked with Ingenium! What the hell!”
Keigo held a hand over his heart and gave a low coo. “Baby’s first almost-cuss word! I can feel the familial connection grow stronger every day.” He said with a dramatic sigh, lifting one of his wings to flop over his head.
Izuku pushed the wing out of his face, spitting red feathers before he glared at Keigo with a pout that just made him laugh harder.
He made one of his wings detach from his shoulder and flung it at his face, releasing control as it exploded into a hurricane of green feathers.
After coughing on what seemed like thousands of feathers, Keigo fixed his stare on a giggling Izuku.
“Really?” He asked with a raised brow.
“Really.” Izuku agreed. All the feathers floating through the air suddenly froze, before converging onto Izuku shoulder and building up to form a wing.
“It’s always really interesting to see you do that. Because theoretically you should need to maintain control to keep the feathers in a wing shape and fixed on your shoulder, but you don’t.” Keigo stated amicably as they strolled up towards the house.
“I think it’s some form of quirk magnetism.” Izuku stated, flexing the newly built wing with a thought. “Probably some special kind of nerve in my shoulder blades that can pass information on without a direct connection. It would explain how they feel and behave like extensions of my body and stay in place without me consciously holding them there.”
“Good theory fledgling!” Keigo praised. “I’m proud.”
Izuku’s face flushed around the same color of his wing before suddenly saying. “We’re here! Let’s go inside!”
“Smooth, kiddo.” Keigo chuckled before rapping the on the door.
A smartly dressed butler opened the door for them before saying. “Ah, Mr. Hawks. A pleasure to see you. Right this way sir.” Before smartly turning and taking off into the abode.
They shared a look before going inside, Izuku keeping a firm grip on his brothers wing.
“The children’s play area is down that stretch of hallway and extends to the whole wing of the manor. Adults are in the main ballroom. Rest assured you are but a few doors away at any time.” The butler stated as they walked.
They both silently slipped on of their feathers into the others wingspan, nestled deep within the base. If necessary they could communicate through morse code by tensing and untensing the feather.
“You hear that fledgeling? Just down the hall. I won’t be far, promise.” Keigo said, holding out his pinky and a cheesy grin.
Izuku puffed out his cheeks before begrudgingly wrapping his pinky around it to form the unbreakable pact that is a pinky promise.
It was one of the first things Keigo had taught him.
Izuku turned and with a small wave, walked down the corridor to the playroom.
He stretched his wings as he nervously reached for the door, unconsciously slipping on a more relaxed expression than what he felt.
The HSPC emotion training was surprisingly helpful.
‘Alright, game face.’ He thought as he let a smile similar to his brothers stretch across his face before opening the door with a flourish.
The room was way larger than he expected it to be, almost 6 times the size of his bedroom in the compound.
In one corner, a boy with a scar over his eye was sat with a book in his hands, quietly reading whilst a few kids chased each other around the space.
By the snack table, a girl with raven black hair chatted amicably to a boy with blue hair with engines emerging from his legs. He immediately pegged him for Ingenium’s brother Tenya Iida.
There were a few other kids in the room, playing games or talking.
Of course, all eyes flicked to his dramatic entrance into the space.
Taking a second to ensure his nerves didn’t show he spread his wings wide beside him, letting feather drift around him slowly to the floor like his brother had taught him.
He said it added a certain flair to his presence, and he couldn’t help but agree.
He gave a confident smile, clicked his fingers and aimed finger guns into the room, before saying. “I’ve been waiting owl day for this party, hope I’m not a bird-en!”
The room remained silent.
“Damn, hawk-ward.” He spoke. “Didn’t mean to bring the mood down.”
With that, he made his way over to the snack table, towards a pleased looking Iida and a confused looking ravenette.
The room returned to motion, albeit with most keeping him in their vision to see what he’d do next. He grabbed a cookie and took a bite before turnong to the pair off to the side.
“So, Iida, right?” He stated. “Ingenium’s little bro.”
The boy straightened, arm raised at 90 degrees. “How did you know?” He questioned.
Izuku’s eyes flicked over to his legs.
“Those engines, mostly.” He said with a shrug. “Kinda specific to your family. I’m Izuku Takami, by the way.”
Iida’s eyes lit up. “Ah, of course. They are rather unique, aren’t they. You know my brother?” He asked, clearly pressing the topic.
“Course, he’s my second favourite hero. Though, obviously I have bias.”
Iida seemed to light up at that. “He is very cool! I want to he is exactly like him! Did you know he has the largest agency in Japan? And that he’s known for treating his sidekicks the best?”
“Oh, bragging about our brothers are we? Well, toucan play at that game!” He exclaimed with a smirk. “My brothers considered the fastest growing hero and it’s only been a month since his debut.”
“Oh, so your brother is Hawks?” The black haired girl finally spoke, looking at him curiously. “That explains the wings.”
He clicked his finger and gave her a thumbs up. “Yup, thats the guy! What’s your name?”
“Oh, uh, Yaoyorozu.” She said with a flush. “Momo Yaoyorozu.”
“Nice to meet ya! So, what’s your quirk, if you don’t mind me asking. Must feel a little awkward being the only non-mutant in the discussion right now.”
Momo shook her head furiously, raising her hands to dissuade him. “Not at all!”
“Relax, I wasn’t being serious.”
“O- Oh.” She mumbled, before looking him at him and holding out a palm. In her hand, a small green gemstone emerged in the shape of a heart.
“It’s called creation. I can make anything so long as I know the molecular composition. This is solid emerald, it’s a keepsake.” She stated with a nervous bow.
“Woah.” He murmured, turning it over.
He tossed it into the air and in a blur of green it disappeared, tucked safely in his feathers somewhere in his wings.
“Thank you, Yaoyorozu. I’ll make sure to treasure it.” He said, giving a full body bow that made his wings touch the floor.
“I- It’s no problem!” She squeaked.
“Still, your thoughtfulness is commendable!” Iida added.
“You two wanna play quirk tag?” Izuku asked.
“What’s quirk tag?” Momo asked.
“It’s this. TAG!” He chirped, tapping Iida on the shoulder before flapping his wings and flying up overhead.
“You shall not escape me miscreant!” Iida responded, firing up his engines to take a leap at him, only to fall short when Izuku moved slightly to the side.
“This is gonna be fun!” Izuku giggled from his position above the rest. “I’m gonna enjoy this.”
