Chapter Text
The sun was beginning to set as the many people of Japan were going about their day and enjoying their lives, all except for one individual who had his dreams shattered this very day.
Izuku Midoriya had just been saved by his Idol and hero All Might, the Number One Hero of Japan. He rescued him from a sludge villain and Izuku grabbed onto his cape to ask him an important question, it was only when they landed on the rooftop did he asked him.
The young man asked him a simple question, “Can I be a Hero without a quirk?” Izuku was hoping that the Number One Hero of Japan could give him the hope that all his classmates and countless adults had told him that it was impossible and crushed his dreams.
Unfortunately, All Might could only look down at the young man with sadness and pity as he placed a hand on his shoulder and spoke, “I am sorry young man, I don’t think it is possible to be a hero without a quirk”. He watched as Izuku’s face slowly turned to despair, his heart sank as he continued, “The job us Heroes do is not easy and I don’t think a quirkless person would be able to do that”.
The hero patted the young man’s shoulder as he spoke once more, “It’s a fine dream young man but in this world, there are many dangerous threats us heroes face that a person without a quirk couldn’t do”. All Might looked away as he felt terrible at his words but continued, “I understand your ambition young man but you have to be realistic”.
With those words All Might leapt into the air as he soared through the sky, leaving Izuku Midoriya at the rooftop.
Izuku could only stare in the distance of the sky vacantly as his eyes quickly lost their warmth, his lips turned down and he felt himself tremble as he felt empty and hollow. His head looked down as he raised his hands toward himself and watched as his tears now dripped down his cheeks.
The young man suddenly fell to his knees as he let himself cry, all those years of hope and optimism left his very soul as he had finally learned the truth from All Might: You can’t be a hero without a quirk. Izuku could only allow himself to cry as he could only lose his faith in his hopes and dreams.
Time soon passed until Izuku finally stopped, he stood up and his face was ridden with nothing but sadness and realization. The realization that his dreams meant nothing now, all his life he wanted to be a hero but that was now gone, he quickly wiped his eyes and stood up.
Izuku picked up his bag with him and saw that his hero notebook was still in his hands. He opened it to see all the notes he had taken of his favorite heroes but as he looked at it, he could only see it as worthless as of now. He couldn’t bear to look at it as he merely threw it in his bag.
The young man then turned to see that the sun was still high in the sky and he then unknowingly walked to the edge of the roof. Izuku stopped as he now could see how high he was and quickly turned away as he placed his hands over his face.
Izuku didn’t know what to do, he was lost and didn’t want to do that. He couldn’t imagine how that would make his mother feel and to have her go through would only devastate him even more. He took several deep breaths as he tried to calm himself and think of something but just remained still.
Suddenly before he could act he felt a weird sensation behind him and he looked around and saw what appeared to be a curtain of gray waves as he watched it approach his body. Izuku closed his eyes, held his arms in front of him in a defensive manner, and waited.
“I must say that the current action that you were about to perform was not in the best interest of your family”.
Izuku looked around in confusion and saw that he was in front of a man with platinum blonde hair, cut in a straight medium-length style. He wore a striking long coat adorned with intricate blue and silver patterns, featuring gold buttons and embroidery, underneath he wore a dark vest with gold detailing.
He also wore dark purple, slightly loose-fitting trousers that added to his regal and elegant aesthetic and they had a smooth texture and refined sheen. His footwear consisted of stylish white shoes with a glossy finish.
Izuku was surprised by his appearance. He quickly backed up in fear and surprise as he raised his shaking hands and asked, “W-Who a-are you?”
The man smiled as he held out his hand and answered Izuku, “Greetings Midoriya Izuku, I Kaguya-Sama have chosen you as my successor”.
Izuku could only blink in total confusion at those words as he merely asked, “S-Successor?”
“Kamen Rider Legend?” Izuku’s confusing tone could be heard as he was with the man now known as Ho-Oh Kaguya Quartz as they had gotten off the rooftop and into an alleyway.
Kaguya nodded as he smiled, “Yes I Kaguya-Sama have chosen you to become the new Kamen Rider Legend, as I have seen that you are a worthy person to inherit such a title”.
Izuku was confused as he didn’t understand what he was saying he asked, “What do you mean to inherit your power and what is a Kamen Rider?”
The man smiled as he pulled out a device from his coat activated it and presented it to him, “Kamen Riders are people who have through many means obtained great powers and transformed into immensely strong warriors. Either they fight for good, evil, or simply their desires they all bear the name Kamen Rider”.
Izuku took the device and saw that there was a video for him to play and once he played it he saw multiple warriors who wore suits and armor as they fought monsters of evil and other riders that were evil.
Kaguya smiled as he spoke, “The title first came to Takeshi Hongo who was kidnapped by the evil organization Shocker and became a cyborg, before he could be brainwashed he escaped and fought Shocker as a hero for good and fought the evil organization”.
Izuku watched in amazement as he saw him fight many villains and monsters like Kamen Rider Ichigo. His eyes were full of wonder and excitement before he asked, “Wait, does that mean he was a normal human with no powers?”
Kaguya nodded as he looked forward and continued, “Yes, many of the Kamen Riders have obtained their powers by other means and were normal humans, who later became Paragons of Justice and fought their battles with their enemies and have even come together to face even bigger threats”.
The young man looked at the other Kamen Riders that came after Ichigio and never believed that such a thing existed, he even saw that there were different generations: Showa, Heisei, and Reiwa. Izuku then saw the images of who they were and how they transformed as he named them as they appeared.
“Ichigo, Nigo, Riderman, V3, Amazon, X, Skyrider, Stronger, ZX, Super-1, Black RX, Black ZO, Shin, and J”. Izuku continued to speak, “Kuuga, Agito, Ryuki, Faiz, Blade, Hibiki, Kabuto, Den-O, Kiva, Decade, Double, OOO, Fourze, Wizard, Gaim, Drive, Ghost, Ex-Aid, Build, Zi-O, Zero-One, Saber, Revice, Geats, Gotchard and Gavv”.
Izuku was amazed to see how they transformed and fought the many villains they faced but he never expected to learn that they were normal people who obtained these powers in many ways and fought for justice. The young man then blinked as he asked, “K-Kaguya? Why me? Why choose me to be your successor?”
The man looked at Izuku for a moment before he looked straight ahead and spoke, “I have seen many people in this world saying they will become heroes but many have lost the meaning of what a hero is in this society, many see it as claiming fame and wanting to be the best but to you, you are different”.
Kaguya looked at Izuku again and continued, “You Midoriya have Courage, Selflessness, Integrity, Determination, Humility, Conviction and so many more traits that define a true Hero. He then spoke once more, “You wish to help people at the goodness of your heart and that is one of your best qualities”.
The man smiled as he gestured to the young man and continued, “You can be a Hero”.
Izuku could feel his eyes start to leak as he felt his tears fall down his cheeks as he fell to his knees and covered his face. The tears he could feel were of happiness as someone had believed in him and was giving him the chance to be a hero, he then pulled his hands back and looked to see Kaguya’s hand outstretched towards him.
Kaguya watched as Izuku grabbed his hand and he pulled him back onto his feet before he addressed him, “Now, I say we head back to your house to let your mother know”. He looked to the sky and continued, “It is getting rather late”.
Izuku lifted his head and saw that the sun was still in the sky and looked at his phone and saw that his mom had texted him. He then looked around and saw that Kaguya was walking to the city streets and quickly followed him.
The two were now on the streets as they walked back to Izuku’s house. Kaguya took in the scenery of the city and watched all the heroes go about their day and saw their quirks. He smiled for a moment before he spoke, “Tell me Midoriya, what do you think of your world?”
The young man tilted his head at Kaguya and asked, “What do you mean?”
Kaguya looked towards Izuku and continued, “Quirks have come to your world where 80% of the population has one and 20% have nothing. They have considered someone without a quirk as something of a freak, they glorify quirks and think of them first and not the individual. If they even see someone who can’t control their power they arrest them and don’t help them”.
The man then continued, “Tell me, have you seen something like that before?”
Izuku blinked as he thought about that question. He looked down as if he did remember reading about those things. He had read where a person lost control of their quirk and arrested them on the spot and it seemed unfair, they didn’t let him explain and just took him away. He even knew that people who had a powerful quirk were praised and glorified as they saw the power and not the individual.
Memories resurfaced of all the things he went through for just being quirkless, the memory of his former friend turned enemy being praised for his quirk that it made him an egotistical bully who tried to belittle others and saw them as nothing but extras in his story. Upon recalling this, Izuku was now beginning to question why he even tried talking to Bakugou and reasoning with him.
The young man closed his eyes and couldn’t say a word and Kaguya took that as a yes, he had seen that before. The man merely stayed silent as he continued to walk alongside Izuku to his home until they eventually reached his apartment.
Izuku was now a bit nervous as he looked at Kaguya as he did not know how to explain this to his mother. She must have been worried about where he was and must have been worried. He looked at the door and took a deep breath before he knocked on the door and waited.
The two simply waited and not long after the door flew open as Izuku was engulfed in a bone-crushing hug by his mother Inko as Kaguya watched with amusement.
Inko had a relieved look on her face as she spoke, “Izuku! I was so worried about you! It was getting late and I thought you had gotten in trouble or something might have happened to you”. She stopped speaking as she took notice of the man that was beside her son pulled away from the hug, backed up a bit, and asked, “I-Izuku? W-who is this?”
Kaguya smiled as he stepped forward and bowed his head and addressed Inko, “Greetings Mrs.Inko, I Kaguya-sama have chosen your son as my successor to inherit my power”.
The woman’s eyes widened and her mouth hung open as she looked at the man and then to her son. She would repeat this several times as she looked at Izuku for an explanation.
Izuku rubbed the back of his head as he spoke, “I-It’s a long story, Mom, It’s best if Kaguya explains this to you”.
Inko looked at her son as she was still trying to process this as she was still taking this all in. It would be an interesting night that was guaranteed.
Inko, Izuku, and Kaguya were now seated in the kitchen as they all had drinks of tea provided by Inko as she had to process everything that she just witnessed. She was shown by Kaguya the video of the Kamen Riders and how he was one as well and that she wanted his son to be his successor.
Inko took a sip of her tea and held the cup in her hands, she stared at her drink for a moment before she looked at Kaguya and said, “So you have chosen my son to inherit your powers and become your successor?”
Kaguya nodded, “That is right, I have chosen your son Izuku to become the next Kamen Rider Legend, he will obtain the powers of the riders that came before him”.
The woman then thought of all the Kamen Riders Kaguya had shown her, those Kamen Riders had fought against evil and were heroes. They had fought against evils that she had never seen before and something that this world would never have imagined and to have her son inherit those powers?
Inko could never have imagined a day like this would happen. She then looked at Kaguya and asked, “Why my son? Why choose him when any other quirkless person could inherit these powers?”
Izuku was listening to all of this as Kaguya had told Inko the same reasons he told him. Hearing it again almost felt like a fever dream, he never expected to be chosen and obtain these powers but Kaguya believed in him and saw him worthy of these powers, he even saw him as a Kamen Rider already.
Once Inko finished talking with Kaguya she finished her tea and closed her eyes for a moment before she opened them and looked at the man and asked, “Will you teach my son how to use these powers?”
Kaguya nodded as he gestured to himself, “Yes, I Kaguya-sama will teach Izuku Midoriya how to use his powers properly so he can finally fulfill his dream of becoming a true hero”. He then bowed his head and continued, “You have my word that I will watch over him, Miss Inko”.
Inko looked at Kaguya for a moment before she looked at her son and had a worried look on her face as she asked, “Izuku? Are you sure about this?”
Izuku nodded as he had fierce eyes of determination, placed a hand over his heart, and spoke, “Yes, I will become Kaguya’s successor and become the next Legend. I will do my best and become a true hero”.
The woman grasped her son’s shoulders before pulling him into a hug, she held onto him tightly, “Please be safe Izuku, promise me”.
The young man hugged his mother tighter as he responded, “I will Mom, I promise you”.
The two stayed in place for a while before they pulled away and turned to Kaguya who was waiting patiently for them to finish.
Kaguya smiled before he spoke, “Izuku, are you ready to continue?” He received a nod as he stood up and an aurora curtain appeared beside him. He could see the surprised look on Inko’s face as he placed his hand in the curtain and pulled out a gold and black box wrapped in a bow.
Izuku watched as he was handed the box by Kaguya and looked at it before looking at Kaguya and received a nod. With a smile he placed the box on the table and opened it, once he was done he saw the Legend Driver.
It was a striking and regal design, it had a black casing with golden coloring on the sides and a golden gate on the center. The central section had a parallel slot to insert a card, and a green gem was in the center and the top and bottom sections had black mechanical hinges.
Next to it was a card that had an image of an armored figure with what appeared to be a lion in front of him and it read: Kamen Rider Legend.
Izuku looked at the card and driver before he took a deep breath and brought the Legend driver to his waist.
LEGEND DRIVER!
Suddenly a belt wrapped around his waist and allowed the belt to be secured around Izuku’s waist. He could feel his hands trembling as he felt nervous but he looked at the Legend Chemy card and the lion roared. He let out a faint smile before he inserted the card into the driver.
CHEMY RIDE!
A low pulsating sound could be heard as a golden gate appeared behind him and he pulled the hinges on the belt.
L-L-LEGEND!
The belt made this announcement as the golden gate behind Izuku opened and it showered him with several gold coins. Soon many golden symbols of the riders of Kuuga up to Gotchard, the symbols then became the armor silhouette and golden to race around him as they joined the silhouette. The golden coins soon became jewels as all of them combined on top of him, shattering away the molten gold that encased him and the lines on the armor.
Izuku was now clad in a black and gold suit with a sharp, angular armor design. The helmet was an elaborate crest with a golden crown-like structure and had a visor that was split into two asymmetrical blue lenses. The chest armor was decorated with layered, golden accents that extended outwards like a regal mantle.
His arms and legs had black and gold segmented armor, with intricate golden details that ran along the limbs. His right shoulder had an ornate, golden extension adorned with red jewels.
The young man looked at himself as he touched his suit and his helmet as he could only yell in excitement and happiness, “I-I, I-I-I transformed!” He then went to the mirror in his living room as he saw his reflection and spoke once more, “I became a Kamen Rider!”
Inko covered her mouth with her hands as she could feel the tears drip down her cheeks with happiness, all her life she wanted her son to be happy. For her to see her son in such a state made her heart swell with joy.
Kaguya smiled as he saw his successor’s reaction to his new power he then addressed him, “Now Izuku, there is one important thing I wish to give you”. An Aurora curtain appeared beside him as he pulled out a gold briefcase from it and presented it to Izuku, “Here”.
Izuku took the briefcase and set it on the table and opened it to see a collection of chemy cards. The cards featured a Legend Rider in a dynamic pose and next to them were images that showed what they represented, he saw the riders Kuuga to Geats as they were all present.
The young man took a few cards in his hands as he looked at Kaguya. Kaguya walked forward a bit as he spoke, “These Chemy cards will allow you to transform into the previous Kamen Riders. You will be able to use their powers, weapons, and everything their powers have to offer”. He then looked to Izuku as he continued, “You have the main Kamen Riders but I will give you the others down the line in your training”.
Izuku nodded as he looked at the cards and was joined by his mother. They both could see that the cards spoke their names as they all addressed them.
He held them tightly in his hands as he quickly understood that he had so many powerful abilities at his disposal and he had a responsibility to master them.
Inko placed a hand on her son’s shoulder as a way to comfort him, he had just gained powers and it was her duty to support and cheer him on. She would be there for her son no matter what came his way.
The young man was then taken out of his thoughts as he heard Kaguya clap as he and his mother looked towards him.
Kaguya had a serious look on his face as he placed his hands behind his back and spoke calmly, “There is one more thing that I must tell you about, it is about a mysterious group that might attack this world.
Izuku blinked in shock at this news as he looked to his mother as she had a look of worry on her face. He then turned back to look at Kaguya for an explanation as he watched him sit across them from their table.
“Hundred?” Izuku asked in confusion as he was now in the living room with his mother Kaguya stood across from them.
The man nodded as he addressed Izuku, “Yes, Hundred is an evil organization that invades other worlds with the Aurora Curtain, they even copy the powers of the Kamen Riders through their technology as their members can transform into them”.
Kaguya then looked down at his hands as he continued, “At one point I was sure they were defeated but it would appear that they have returned and will seek to invade this world as well”. He then looked to Izuku and continued, “They will most likely come after you Izuku, just like me, and target this world”.
Inko was terrified of what she learned as she looked at Kaguya and asked, “They attacked you as well?”
The man nodded grimly as he answered, “Yes, I was among one of the many who were victims of their forces. My grandfather perished from their destruction and I would have suffered a similar fate if it weren't for Kamen Rider Decade”.
Izuku’s eyes widened as he asked, “You mean Kadoya Tsukasa? He saved you from them, correct?”
Kaguya nodded as he spoke, “Yes he saved me from them and he inspired me, I would later invent the Aurora Curtain System and become Kamen Rider Legend”.
Inko and Izuku watched as Kaguya continued with his story of how he faced Hundred multiple times and it would appear that he was preparing Izuku for them if they came here.
The man then stood up, placed his hands in his pockets, and said, “Well, I have told you everything there is about the Kamen Riders Izuku. I have placed my faith in you as my successor and I will be checking in on your progress”.
Izuku nodded as he stood up and faced Kaguya and watched as his mentor held out his hand towards him. He looked at it and quickly shook it, smiled, and watched as Kaguya returned it.
Kaguya nodded as he addressed his successor, “I should probably return to my world now, I will visit tomorrow so I can teach you how to properly use your powers Izuku”. He then looked at Inko and said, “It was nice to meet you Miss Midoriya”.
Inko smiled as she bowed and addressed Kaguya, “Um Kaguya? If it’s not too much trouble, why not join us for dinner?”
The man looked at the two and pondered for a moment before he smiled and nodded, “Yes, that sounds quite nice”.
The woman smiled and nodded as she gestured her son and Kaguya to the table as she made dinner for all three of them. As she made the food, she was filled with joy and it was proper that she made dinner to celebrate her son’s steps to becoming a hero.
Inko finished preparing the meal as she sat at the table and was joined by Izuku and Kaguya. She watched as the two conversed and talked about how to properly use the Kamen Riders powers and was still concerned for Izuku but she quickly shook her head and forgot those negative feelings. She had faith in her son and she would stay by his side no matter what.
Izuku had now been given a chance to be a hero by Kaguya as he chose him as his successor but the one thing that worried her was this Hundred. She had just learned that they were an organization that copied the powers of Kamen Rider and they could come after this world but more importantly her son.
The woman could feel dread fill her heart at the thought of her son being in mortal danger but she quickly closed her eyes and quickly calmed herself. Inko had seen the previous Kamen Riders and they had amazing abilities, they might even be more powerful than the heroes and her son now had those powers.
Inko also remembered that Kaguya would also be with him as he would train him to better understand the Kamen Rider’s powers. She would put her faith in him to keep her son safe but if anything happened to Izuku, there would be nothing to save him from her wrath.
Izuku and Kaguya soon finished their meals. Inko took the plates to wash them and the three headed to Izuku’s room.
Once Kaguya stepped inside the young man’s room he quickly saw all the All Might merchandise that had covered the room. He smiled and asked, “I can see you idolize All Might quite a bit Izuku”.
The young man turned away as he rubbed the back of his head and responded, “I always looked up to him and he inspired others and myself to be a hero and I just wanted to be like him”.
Kaguya heard his words and nodded, it would make sense that Izuku and countless people across would look up to All Might as he was considered the Symbol of Peace, he even was told just now by his successor that he wanted to be like him but maybe he could help him.
The man would help Izuku but at the same time, he wanted to get his answer for being a hero not All Might’s. He would ask him tomorrow when the time was right, he then looked to Izuku as he spoke, “Well Izuku, I’ll be back tomorrow to help you master the Kamen Riders’ powers, I hope you will be ready”.
Kaguya waved bye to Izuku and Inko as he turned around and an aurora curtain appeared as he stepped back into his world.
Inko stood next to her son as she took a deep breath, looked at her son, and addressed him, “Izuku, it’s been a pretty hectic day today with what I learned and the role you have taken, let’s go to bed, and prepare for tomorrow okay?”
Izuku nodded as he hugged his mom and held her close and spoke, “Okay Mom, goodnight”.
The woman smiled as she hugged her son tighter and felt a tear roll down her cheek as she replied, “I love you Izuku, my dear son. Goodnight”.
Once they bid each other goodnight, Izuku took the case that had his Legend Driver and went to his bedroom. He placed it on the desk as he looked at it with determination and commitment, he had accepted a role that was a big responsibility and he would live up to it.
Izuku looked at his bedroom clock and saw that it was getting late and it was time to sleep. He went to the bathroom showered, changed into his pajamas, and laid down on his bed as he pulled the covers on him, his eyes staring at the ceiling for tomorrow would be his first day of training and there would be a lot to do.
The young man would live up to Kaguya’s legacy and become the new Kamen Rider Legend and even though a lot of things would come his way he would not give up, no matter what.
