A World of White and Double Black

Summary:

Yokohama was deemed a peaceful city up until they sent their trespasser's back near-unidentifiable. After a couple years and some failed spying attempts, someone returns with information that Yokohama is run by an underground mafia organization.
So, it was decided the logical option was to kidnap two allegedly high-ranking teenage mafiosos.

Chapter 1: Yokohama Board of Foreign Diplomacy v. Japan

    Yokohama was a relatively peaceful city.

     It probably was, anyway. No one ever left or tried to escape, so that surely must have meant there was simply just no reason to do so, right?

     No one outside really knew anything, could only assume. There was some sort of forcefield hiding the age-old place from the rest of the world. Everyone knew it was there, it had been since the pre-quirk era, but there was a forcefield around obscuring the viewing of it from outsiders. It seemed to be some sort or quirk, how ever not even canceling quirks could effect it. 

     All the citizens of the outside were quite content with it though. Yokohama never caused any problems, so no matter their curiosity there wasn't a good reason to truly invade the peaceful fortress.

     And so, no one did.

     Up until heroes decided to start going rogue and investigating themselves. After the first hero's attempt, their body was found mangled right outside the border. The only reason forensics could determine who they were, was because someone in their department whose quirk was very useful in that line of work. The age old methods did nothing. Not even dental records or finger prints could be used to identify the body.

     That was when the outrage first began. People started demanding Yokohama was investigated. And thus, more heroes were shipped out. They discovered there was a spot in the forcefield several hundred feet underground one could pass through. So, then a building project was funded to build a tunnel into Yokohama.

Tunnel construction lasted nearly two years.

After it was finished, a select few heroes were sent in. No one really knew what actually happened to them. It's a conspiracy theory today on whether or not Japanese government even knows. But once again, the bodies were found in a similar state. Though this time, a note was left with them.

It read:
"Outsiders,
We intend to address you all within this letter in the most civil way possible to inform you that if you do not cease your dispatch of your fellow 'man' into Yokohama, you will end up in a far worse situation. If need be, our special forces will make sure you never bother our citizens again.
Sincerely, The Yokohaman Board of Foreign Diplomacy.
P.S. We left finger prints available this time, since it caused so many issues the first."

Things went back and forth for a while, extremities from both sides, until one successful spy returned back with information.

They claimed to have learned 3 things:
1. Yokohamans do not have quirks.
2. Yokohamans are aware of the outside world and has connections to them, in fact, they are a port city.
And 3. Yokohama is controlled by a one menacing organization; The Port Mafia.

After this, Japan drew back on its attempts to get inside Yokohama.

No one realized they were planning until they eventually recruited an elite squad of heroes to go in, who returned with two teenagers and several casualties 5 years later.

Japan's representative lawyer, Fuyuhiko Toshiaki, is currently in a legal battle against a one Mori Ougai, Yokohama's representative lawyer, in The Court of International Law. Yokohama is pressing charges against Japan for war crimes such as kidnapping two teenaged boys as government hostages.
