The lack of reaction from Sasuke egged Naruto on, like it used to whenever he didn’t get the reaction Naruto wanted — a parallel to when he had jumped on top of Sasuke’s desk in the academy.
“Bet you wouldn’t even flinch if I did it right now,” under normal circumstances, Naruto would have probably not attempted to tease Sasuke in such an underhanded way, partly because he knew it would not work on someone like Sasuke. His sexy-no-jutsu had never worked on Sasuke, either. Also because they were grown adults, supposedly role models for others, and the strongest by far.
