It didn't matter that Draco hadn't wanted it. That he hadn't even known he was an omega before the heat suddenly came upon him.
It was his own fault for being out alone after lights out, wandering about without a chaperone. For being too careless to take the precautions any proper, decent omega would. That he had been caught and mounted by an alpha - Potter, of all people, to pile on to Draco's humiliation - was just what a slutty omega like him deserved. Draco had basically been asking for it.
Such disgraceful behaviour was not tolerated and would be harshly and publicly punished to set a deterrent to the other students.
