It was against his brain's will that his mouth closed and his legs moved, and so he was in front of Dabi, standing in the space between his spread legs. This was Hawks' most fatal flaw at the moment – his inability to resist something so wrong, so obviously dangerous and deadly and imminently destructive.
“You can't order me around,” Hawks said steadily.
“Clearly I can.”

If Hawks had more self control, if the world was a bit more fair, if Dabi wasn't... 'like that', then maybe they wouldn't be in such a position. But Hawks continued to make the wrong decision at every turn, the world would never be fair, and Dabi was and always would be 'like that'.
