Summary
The prison made money by holding auctions every month. Selling inmates to wealthy alphas looking to collect mates, slaves, people to do whatever they wanted to. More often than not, those alphas tended to be sadists, perverts, or bored old men.
It didn't matter that it was illegal. Didn't matter that the inmates didn't consent to it. The targets were usually omegas and women serving life sentences, with nobody waiting for them on the outside. Nobody to report them missing.
