Quick yap session about wings - I think in Unstable, due to some worldwide genetic defect, every person that is born with wings never have them grow big enough to fly on their own. When an elytra is equipped, it, reversibly, fuses with the wings, actively "growing" them to the appropriate size for flight. Those who do not have wings of their own, retain the common look of an elytra when it's put on.
