Perhaps that was his belief because he'd watched Parrot's so-called 'safest civilization' collapse even with the most devoted people a leader, a king at that, could ask for. Perhaps that was his belief because Kier and Dev had never been loyal, no matter how many times Boosfer had referred to them as his friends rather than his goons, no matter how stalwart they were to eachother. Perhaps that was his belief because Boosfer himself had never been loyal to anyone despite not exactly being independent.
That belief attenuated into ambivalence every time he saw Wemmbu.
