   Summary

Papyrus gives Flowey a phytotherapeutic talking session and a subsequential hangout after realizing that they only meet when no one else is around.

   Or

In-Game, Papyrus never uses the term "best friend", besides when talking about the flowers in the dump. His expression suggests the term may come from elsewhere.
