Summary
Frank is everything Elise doesn't like in a neighbor. He's rude, loud and worst of all in her space. Renting in the dingy section of the building didn't seem so bad, given the only other apartment on her tiny floor was empty. That was until "Frank the crank" moved in, waking her up at all hours with his mysterious coming and going.
