Seeing Gi-hun begging for death makes In-ho realize something: he isn't ready for their game to end. So, in order to ensure Gi-hun will keep playing, In-ho reenters the games as Young-il with the aim to bring Gi-hun's fight back. He builds his hero up again for the sheer thrill of getting the chance to knock him back down once more. This changes things, with his presence having a rippling effect In-ho never saw coming.

Summary
The Sea Devil In-ho made a deal with the commoner merman Gi-hun, exchanging his voice for a pair of human legs to pursue a crush that he got on human Cho Sang-woo. But he fails. So now, Gi-hun needs to stay with In-ho for eternity.
