Summary
Soulmates are determined by a red string connected to their finger. The string commonly appears for both targets at the end of the year once they both turn seven. Using random dates, it works like this:
March 15 - Person 1 turns 7
Then later in the year;
September 18 - Person 2 turns 7
Later again;
January 1 - Strings appearKyouka had gotten her string seven years ago, but has never once met her soulmate. She had tried cutting it many times, but it was common knowledge that the string was unable to be destroyed. But once she leaves the Port Mafia, Kyouka meets a boy her age in the Agency. A bright farmer boy who coincidently holds the end of her string on his finger.
