No, he isn't an Ant-Man character, nor is he a revival of the public domain Yellow Jacket by the long-bankrupt Jack in The Box comics. He's some random guy who found- or *finds* in issue #1- a pair of gauntlets with *ELECTRIC* superpowers.
So, does he go around dishing out justice on evil neer-do-wells? Dispatching foes with electric heroism? ...No, not really, he mainly uses his powers for business schemes and ways to get rich. Not that he *won't* help others in need, nor save a life should he happen to be in the area, he just doesn't focus on that sort of thing unless it's made a paying job.
