Summary
The only reason Steve had even hired Bucky Barnes as his intern was because he knew the twenty-something-year-old's father via their country club. But Bucky was endlessly hopeless at every task he was given.
That might have something to do with the fact that Bucky was hopelessly attracted to his older boss, making it impossible to focus. Thankfully for the both of them, Steve came up with the idea that Bucky might be more useful tending to Steve's other needs.

Summary
The only reason Steve ever made Bucky his personal assistant was so no one would ask questions if Bucky spent all day in his office. And if Bucky spent all day in Steve's office sucking his boss' cock, no one had to know.
The workplace relationship worked well for both of them, but Steve had noticed Bucky having some issues focusing. It was easy for the younger man to get distracted by his own neglected erection instead of devoting himself to Steve's. So, he came up with a nice little solution for that.
