While on the public eye the Ostanian Government pretends to be spending all funds in the construction of the suspended monorriel in Wuppertal, it is a wide known secret that there are military laboratories in the area working in something more sinister.
That "secret" has attracted many spies to the growing town, either corporate spies trying to get information on the new steam engine that is going to be used in the monorriel or foreign spies trying to identify the actual danger behind what Ostania is building in those mines.
