Under a gloomy sky, all of Gotham's villains have gathered to mourn the Clown Prince of Crime. The dreary atmosphere, sad speeches, and sobs of Harley Quinn (Joker's best friend) were expected. What no one was prepared for was a letter from The Batman.

When Ranboo finally got to Church Prime (A safe haven, apparently.) He was told the chasing down and killing was....an initiation, of sorts.
....Ranboo was starting to have second thoughts about coming here.
But the Particles were laughing, the Particles were happy and if they were happy he was too. So they'd stay, if only to meet the poor soul the Ex-President had left the country with, the one who's task is to clean up the mess he did not make. How unfortunate.
