    Because it wasn't about the Accords or about Tony at all.

    What happens if there is no Accords? The exact same decisions. What happens if Tony Stark is not there to clean up the mess? Worse consequences.

    Or...

    What if Team Cap didn't have any Accords to blame their actions on and no Tony to be their escapegoat?
