Summary
Captain Zao was a man with regrets. He regrets every day the launching of nukes that destroyed America, despite the orders he was under. He regrets hitting the mine that dammed both his ship and his crew. He regrets watching his crew go mad as their skin sloughed off in pieces, and the growls bubbled up from their throats. Zao was a man who lingered in his own stew of grief and loss.
He had no goals, no one to save. Until he met her.
(Based on the Fallout 4 quest Here There Be Monsters, where you help a Chinese submarine captain fix his ship and return home. Slightly AU to the original quest, but spoilers ahead just in case you haven't played the mission.)
