Summary
On paper, the Hero Commission's plan to investigate Midoriya Izuku under the guise of a training course for combating mental quirks is solid; foolproof, even. If Midoriya turns out to be innocent, they can pass everything off as part of the training exercise, assuming he remembered any of it. Otherwise, they could beg forgiveness after the traitor was securely imprisoned in Tartarus.
The paper plan failed to take into account the feral ghosts living in Midoriya Izuku's head, or his equally feral living friends.
Time to bring on the chaos.

His voice cut out and a cold feeling settled in his chest. Before he could start hyperventilating, the feeling went away. He turned to Eraserhead, who’s hair was just settling down.

The Hero sighed. “I erased-“
“No! I know how your quirk works. It erases the quirk of those who aren’t already physically changed by their quirk or whatever. I want to know how you removed my voice!”In this world, Izuku Midoriya tries to be an above the law quirkless-not-vigilante.

Shouta opens his can and takes a long sip - bitter black coffee. After a moment, Shouta decides the other isn’t going to talk first. He’s thankful the morning isn’t too chilly to put a tremor in his voice. “There’s a rumor going around that you’re the one to ask if someone wants to sign up for the fight scene.”
They’re quiet beside him, fingers tapping the coffee can in an old tune he can’t quite place. Finally he moves, holds the can over the vast lawn and pours some on the grass. Shouta is immediately thrown off, confused, and then realizes that’s their game. They want Shouta off guard.

Izuku Midoriya had given up on his dream of being a hero a few months back. Kacchan-Bakugou- had finally beaten it into him that he would never be a hero. Especially after a certain run in with the number one hero. He wanted to forget that experience entirely. With his middle school years coming to and end, he decided to work.
Problem was, no one wanted to hire a quirkless. Discrimatory bastards. So Izuku decided to do what he did best- be on his own. That is how he opened up the coffee shop 'The Void', open to all expect heroes. To be Voided was to be true. There were no prejudices, expectations, or discrimination in the void. He hosted petty criminals, small crime, Giran came in sometimes, a few higher level criminals occasionally.
He never expected for the League of Villains to stop by.

In which Izuku never gains a quirk (All Might manages to do one thing right and secures the sludge villain properly) and decides that going to UA as a gen ed or support student would hurt too much. Instead, having graduated middle school early, he decides to be a different type of hero: one who creates a safe haven for everyone, regardless of their past. After all, saving someone’s body doesn’t matter if you can’t save their mind.
