He grunted and dove into her neck, kissing the hot skin of her throat, mumbling more frustrations with the council and politics and "stupid Avatar shit," and Katara grinned as he rambled because he was rambling to her.
Aang is upset with the council for not listening to him, making him angry and embarrassed. Katara just wants him to feel better, and offers to try something new to help them blow off steam.
