Marvel looked up from what appeared to be a granola bar. "Hmm?"
"Red Hood is operating in your city," Batman said, in the voice he used when he was being very careful not to let an emotion into his tone, which paradoxically conveyed more emotion than if he'd just yelled.
"Oh!" Marvel said. "Yeah, I know."
People very rarely tell Batman "No." Nobody expected Captain Marvel, sunshine man, to join the very short list.

Summary
Jason Todd prepared for Fawcett City the way he prepared for everything: with exhaustive research, meticulous planning, and a level of operational paranoia that his therapist (hypothetical; he did not have a therapist) would have called "maladaptive but impressively thorough."
In which Jason arrives in a Hyundai Elantra, discovers the local crime boss has a bowling team, converts a protection racket into an LLC, acquires a federal housing grant, and absolutely does not adopt anyone.

Billy Batson buys a bus ticket.(Or: a homeless twelve-year-old realizes that the crime lord of Gotham has built everything the system never gave either of them, and decides to ask for help. Jason Todd was not expecting to acquire a kid, and yet.)

Summary
Billy doesn't really understand why everybody is looking so serious and sending Superman so many sad looks. He thinks this is an adult thing, that he'll understand when he's older.
This meeting was made to talk about Superman's clone- which makes him jealous, he wishes he had a clone buddy too -and he doesn't know why everybody is so stumped.
He guesses as an adult among other adults, he obviously has to voice his own thoughts as well.
(Which, again, he thought was kinda obvious but adults were weird like that he guesses)

“Oh yeah, hmmm, I'll put that on the to-do list once Batman forges all the paperwork for him and stuff,” Billy says, making a mental note to himself. Then he remembers what he should actually be prioritizing at the moment and immediately turns his full attention to Superboy with an encouraging smile. “Um! So, anyway! Hi, I'm Captain Marvel, it's nice to meet you, Superboy. What's your name? Nobody in the League knew when I asked. I mean, if that's not rude, I don't know if you want Kid Flash and his parents to know it or if you're even ready to tell me yet, sorry, maybe I shouldn't actually have asked.”
“. . . uh,” Superboy says, looking even more bemused. “It’s Superboy.”
“. . . oh, okay, so we're just starting totally from scratch here, huh,” Billy realizes, repressing a little wince.
“Very much so, yes,” Mrs. West says, looking resigned.
