When packs focused too much on power than actually loving each other, betas and omegas started to refuse forming bonds with alphas or any pack members for that matter. marks could tell someone everything by looks alone, it says if you were in a pack or not.
But betas and omegas made sure to hide them to not be found out. overtime population decreased by 5% over the years, and the government simply had enough, forming the pack enforces union ( PEU )
